BACKGROUND The Rural Sport Development Programme has been conceptualized out of a realization that: Notwithstanding the efforts made by Government to promote sport in the country, the state of sport and availability sport infrastructure and participation in sport activities mirrors the societal disparities created by the apartheid regime Most disadvantaged communities, particularly in the rural areas and areas under Traditional Leadership still require a structured focused sport development programme The Rural Sport Development Programme is therefore one such programme aimed at uplifting sport in the rural as well as farming communities

CURRENT STATUS In most communities in rural areas, areas under Traditional Councils and farming communities tournaments wherein clubs play for prizes like a cow, goat etc are a common feature In most cases these tournaments do not feed into or link with any structured Sport Development Programme Therefore there is no growth nor exit platform for the athletes who may demonstrate potential and talent that may be nurtured This Programme seeks to close this gap

AIM OF THE PROGRAMME To revive sport and unearth talent in the rural areas with special focus on areas that are under the Traditional Authorities and farms

STRATEGIC INTENT Revive the interest of sport in the targeted areas Enhance the level of performance of talented athletes and coaches by creating a platform for continuous participation up to the National Level Enhance the education of individuals and groups by means of training opportunities to coaches, administrators, and technical officials Ensure that quality coaching is provided to talented athletes Take sports technical, scientific and medical services to the identified areas

COMMON CHALLENGES Lack of personnel dedicated to coordination of sport programmes in rural areas. Lack of qualified coaches and technical officials in the rural areas. Logistical support Lack of sport facilities and poor maintenance Poor working relationship between Traditional Leaders and some Government Departments

PROGRAMME IMPLEMENTATION PROCESS As part of the 1st season the Programme would commence with two Traditional Councils per Province The Two Councils are to be identified by the Provincial Department responsible for sport and recreation in conjunction with the Provincial House of Traditional Leaders In the case of Western Cape two farming communities would be identified to be part if the programme The Provincial Department responsible for sport and recreation would convene a Provincial Steering Committee

LEAGUE FORMAT A Knock Out System is to be used for RSDP Competitions Stage one: Intra Traditional Council Competitions All teams and athletes within an identified Traditional Council per code must be registered All the teams within an identified Traditional Council to compete against each other For athletics all the athletes within a Traditional Council to compete against each other First, second and third positions to be determined for each code, event (athletics), gender and age group

LEAGUE FORMAT Stage Two: Provincial Competitions This is an Inter-Traditional Council level Competition First, second and third place clubs from each Traditional Council in each code per gender and age group would play at this level For athletics first, second and third place athletes from each Traditional Council per event, gender and age group would compete at this level

LEAGUE FORMAT Stage three: National Championships This is an Inter Provincial Level Competition First and second place clubs from each Province in each code per gender and age group would play at this level For athletics first and second place athletes from each Province per event, gender and age group would compete at this level

AWARDS Traditional Council Provincial Games National Champs 1st Position Team: Gold medals, Trophy and (Cow or Sheep this to be provided by the Traditional Leader) 2nd Position Team: Silver medals 3rd Position Team: Bronze medals NB: Athletics awards medals per category 1st Position Teams: Gold medals and Trophy 2nd Position Teams: Silver medals 3rd Position Teams: Bronze medals 1st Position Teams: Gold medals and Trophy 2nd Position Teams: Silver medals

PROVINCIAL STANDINGS AWARDS A points system would be used to determine the Provincial Standings First Place Province Would be awarded a First Place Trophy Second Place Province Would be awarded a Second Place Trophy Third Place Province Would be awarded a Third Place Trophy

AWARDING OF MULTI-PURPOSE FACILITIES In addition to the medals and trophies multi-purpose facilities would be awarded to winning teams at the National Championships: Netball : 1 facility Football (females) : 1 facility Football (males) : 1 facility Rugby (females) : 1 facility Rugby (males) : 1 facility Athletics : 1 facility Note: For athletics the facility would be awarded to the Traditional Council with the most aggregate points

STAKEHOLDERS AND ROLE-PLAYERS The Department of Cooperative Governance and Traditional Affairs The Department of Rural Development and Land Reform The Department of Agriculture, Forestry and Fisheries The South African Local Government Association The National House of Traditional Leaders The Provincial Departments responsible for sport and recreation The District and Local Municipalities The various sport bodies at National and Provincial level. This includes Sport Confederations and Councils Sport Academies Academic Institutions in close proximity to the targeted areas Corporate institutions

INSTITUTIONAL ARRANGEMENTS A National Forum of the Stakeholders identified above has been formed It is convened by SRSA To coordinate the activities and responsibilities assigned to each Institution Formal MOUs to be signed with all the stakeholders – to outline the roles and responsibilities

INSTITUTIONAL ARRANGEMENTS A Provincial Steering Committee is to be established in each Province It is convened by the Provincial Department responsible for Sport and Recreation Key tasks: Coordinate and facilitate the implementation of the programme in the two identified Traditional Councils or Farming Communities Ensure that competitions from village to provincial level are staged

PROVINCIAL STEERING COMMITTEE To be constituted by: Provincial Department of Cooperative Governance and Traditional Affairs Provincial House of Traditional Leaders Two identified Traditional Councils Provincial Department of Rural Development and Land Reform Provincial Department of Agriculture and Fisheries District and Local Municipalities servicing the identified Traditional Councils or Farming Communities Provincial SALGA Provincial and District Sport Confederations servicing the identified Traditional Councils or Farming Communities Provincial Academy of Sport Provincial Federations of Netball, Football, Rugby and Athletics

RESOURCES The Competitions from Traditional Council to Provincial Levels would be funded through the Conditional Grant as it forms part of the clubs development process SRSA would primarily cater for the Hosting of the National Competition Other Stakeholders would be responsible for financing activities identified as part of their responsibilities Each stakeholder is responsible for all human resources expenses associated with their activities

Flyers will also be designed for both legs of the games and distributed two weeks before the games at locations closer to the playing venues An information booklet about the games can be done and distributed throughout the country Another one for the National instalment of the games can be done 1 29

MEDIA PLAN AND INTERVIEW SCHEDULE Media alerts will be issued: When the traditional Councils/Farm Communities are identified When the winning teams from each are known For invitation to the provincial draws For an invite to the Provincial and National Games Focus will be on free publicity. This will be in the form of media interviews with principals, ambassadors and other messengers in order to promote the league. 1 30
