Purpose of Committees The SLOCCCD committee structure Is grounded by the college’s mission, which is the foundation for all planning processes, Is focused on improving institutional effectiveness and student success, Supports the institutional process of reflective dialogue, and the foundation of the standards of the Accrediting Commission for Community and Junior Colleges (ACCJC), and Offers employees the opportunity to learn about and participate in SLOCCCD governance and decision-making.

Governance and Leadership The SLOCCCD Participatory Governance: Decision-making and Committee Handbook describes: The relationships, responsibilities and authority of the committees and stakeholder groups, Our process for moving ideas, plans and policies through participatory governance, and Best practices for effective committee work.

Best Practices of Effective Committees Understand the committee’s purpose and how committee work fits into the integrated planning process, the mission, institutional goals, and institutional objectives, Develop committee initiatives that support the District’s mission and strategic plan, Begin and end meetings on time, Use SharePoint (calendar, agendas, minutes, committee initiative reports), Regularly assess committee work, Report back to your constituent group, and Review all best practices in the ‘Handbook’.

Institutional Goals 2016-2026 The following SLOCCCD Institutional Goals 2016 – 2026 serve as a guide for San Luis Obispo County Community College District decision-making and use of resources for the next ten years. San Luis Obispo County Community College District will… SLOCCCD Institutional Goal 1 …increase the rates of completion for degrees, certificates, and transfer- readiness overall for all students. SLOCCCD Institutional Goal 2 …increase student access to higher education. SLOCCCD Institutional Goal 3 …develop and sustain collaborative projects and partnerships with the community’s educational institutions, civic organizations, businesses, and industries.

Institutional Goals 2016-2026 San Luis Obispo County Community College District will… SLOCCCD Institutional Goal 4 …integrate and improve facilities and technology to support student learning and the innovations needed to serve its diverse communities. SLOCCCD Institutional Goal 5 …build a sustainable and stable fiscal base.

SLOCCCD Integrated Planning SLOCCCD follows the integrated planning process with a district-wide commitment to implement the planning processes This is part of the infrastructure that supports continuous quality improvement Planning processes themselves are continuously assessed and revised

SLOCCCD Integrated Planning The model of integrated planning depicts how the components in district planning processes link to one another in a cycle of evaluation, development of goals and objectives, resource allocation, plan implementation, and reevaluation. The district assesses institutional effectiveness through this process, and uses those assessments to continually improve services to students.

SLOCCCD Integrated Planning Research is central to the San Luis Obispo County Community College District model of integrated planning because plans are developed based on data, and plan outcomes are assessed using quantitative and qualitative data. With this grounding in research, the components of the district’s model of integrated planning are as follows.

SLOCCCD Integrated Planning Mission – describes the intended student population and the programs and educational services that the district provides to the community. As such, this statement is the foundation for all planning processes. Mission

SLOCCCD Integrated Planning Data analysis – includes the use of: District data to assess its current effectiveness in meeting the San Luis Obispo County Community College District mission. Community demographic data to foresee challenges and opportunities. Mission Data Analysis

SLOCCCD Integrated Planning Long-Term Planning – current and anticipated challenges are identified based on data analysis. These challenges are foundational for the development of the Educational Master Plan and the Facilities Master Plan. Through the process of developing the Educational Master Plan, the district develops Institutional Goals that focus the district for advancing the mission and meeting the identified current and anticipated challenges. SLOCCCD Integrated Planning Institutional Goals are used to develop Institutional Objectives that describe specific initiatives outlined in the Strategic Plan that are undertaken to achieve the Institutional Goals. The Strategic Plan informs two other types of short-term plans, Institutional Program Planning and Review and the Operational Plans. SLOCCCD Integrated Planning Resource Allocations are determined at three levels: unit cluster district Allocations are based on the priorities established in the Strategic Plan, the Institutional Program Planning and Review, and the Operational Plans. SLOCCCD Integrated Planning Implement the Plans following resource allocation, the district completes: the action steps identified in the Strategic Plan, the initiatives in the Operational plans, and the program objectives as identified in the Institutional Program Planning and Review. SLOCCCD Integrated Planning Annual data analysis – includes two types of assessment: Assessments of program effectiveness – measures each unit’s effectiveness in comparison to historical data as well as in comparison with Institutional Goals and Institutional Effectiveness Outcomes. This analysis is the foundation for the Institutional Program Planning and Review process. Mission Data Analysis Long-Term Planning Educational Master Plan Facilities Master Plan Strategic Plan Institutional Program Planning & Review Operational Plans Annual Data Analysis to Assess: Program Effectiveness Plan Effectiveness Resource Allocation Implement the Plans
