Status of work BoR (14) 117 Monitoring quality of Internet access services in the context of net neutrality BEREC report (published 25.09.2014) BEREC considered international/European standards and recommendations from CEPT, ETSI, ITU and IETF ECC Report 195, 2013, ETSI Guide EG 202 057 and ITU-T Rec. Y.1541 and G.1010 specify measurement metrics upload and download speeds, delay, delay variation, packet loss ratio, and packet error ratio Similar definitions in IETF: RFC 2679 and RFC 2681 one-way and round-trip delay, RFC 3393 defines delay variation and RFC 2680 and RFC 6673 define one-way and round-trip packet loss metrics. RFCs 3148 and 6349 define frameworks for measurement of transmission speed using the TCP protocol Although several standards exist for quality metrics, BEREC believes that there is a need to further specify and clarify metrics and corresponding measurement methods to achieve a consistent IAS quality evaluation toolkit. Within area of Internet communication, IETF has a central role and continues to develop IP technology. Therefore, IETF has a particularly important position regarding IP quality measurement. NRAs should continue, and also consider enhancing, their participation and contribution to SDOs, such as IETF regarding IP-based quality measurements. It is expected that further experiences about technical measurement methods and architectures will be gained over time, and this should be fed into activities in organizations like BEREC and CEPT, and standardization work, notably in IETF, but also ETSI and ITU.

Status of work Annex of Based of Monitoring report (BoR (14) 117) analysis of current measurement systems of European NRAs lists basic measurement tools (Network Diagnostic Tool, Glasnost, Shaperprobe, Neubot, Network Access Neutrality Observatory) and measurement platforms (RIPE ATLAS, M-Lab) Main findings of the Monitoring Report More detailed study of QoS metrics Promotion of crowd-sourcing platforms Mainly active measurements based on injected traffic Measurement metrics for the quality of IAS as a whole: upload/download speed, delay and jitter, packet loss Proposes further study of a common measurement platform Study on common measurement platform was conducted 2015 (internal report/not published): Architecture of platform builds on IETF Large-Scale Measurement of Broadband Performance (LMAP) working group. Measurement metrics have been discussed in more detail. But no final specification. On-going work of IETF IP Performance Metrics (IPPM) working group will be followed.

Current efforts Development of a Net Neutrality quality of service (NN QoS) regulatory assessment toolkit. It will build on previous BEREC guidance on monitoring methods and recommending legal considerations to be taken into account when addressing issues of Net Neutrality and traffic management. The NN QoS assessment toolkit will describe regulatory best practices on IAS quality and Net Neutrality monitoring. On-going work in standardization will be further analyzed Scope not only on IAS as a whole measurements but also on net neutrality violations at application layer Report in early 2018
