THE REVIEW OF THE WASTE TARGETS Jean-Pierre Hannequart Director General IBGE / President ACR+ COR , 19/02/2013

FOCUS ON 3 QUESTIONS DO WE NEED WASTE TARGETS AND OF WHAT KIND? WHY THE 50% OBLIGATION OF THE WASTE FRAMEWORK DIRECTIVE MUST BE REVIEWED? WHICH GLOBAL TARGETS FOR MUNICIPAL SOLID WASTE?

DO WE NEED WASTE TARGETS AND OF WHAT KIND ? A waste policy without targets is unclear and create uncertainties for all the waste stakeholders A waste hierarchy (which is the main basis of the EU waste policy) without targets is non-effective For the implementation of a waste hierarchy at 5 levels we need 5 kinds of targets

WHY THE 50%OBLIGATION OF THE WFD MUST BE REVIEWED? = 4 different potential calculation methodology By european commision – different options to calculate the 50% target 4 4

WHY THE 50%OBLIGATION OF THE WFD MUST BE REVIEWED? = various interpretative questions “SIMILAR” waste = ??? “ RECYCLING” = home composting ??? co-processing??? downcycling ??? WHY “ PREPARING FOR REUSE + RECYCLING “ ???

Cf. ACR+ BENCHMARK of -100 kg WHICH TARGET FOR MSW PREVENTION? Cf. ACR+ BENCHMARK of -100 kg 600 kg/inh/y 500 kg/inh/y Waste generation EU 15 in kg/inh/y (with prevention) -100 kg or -15% -15% or -100kg are set to boost policy, but not necessarily each waste flow can be reduced by 15% ACR+ waste prevention webinar, 29 January 2013

Potential waste reduction ACR+ BENCHMARK OF – 100 KG Generation (kg/hab./y) Potential waste reduction (kg/hab./y)* 1 BIO-WASTE 220 40 Green scaping 90 10 Smart gardening Act against food waste 30 Home, community & on-site composting 100 20 2 PACKAGING 150 25 Encouraging refillable/returnable bottles 35 12 Promoting tap water 6 Encouraging reusable bags Fight against excess packaging 107 3 PAPER WASTE 15 Reducing unwanted & unaddressed mail 4 Encourage dematerialisation through ICT 75 9 Reducing kitchen, tissue and towel paper BULKY WASTE 52 Promote clothes & other textiles waste prevention Promote furniture waste prevention Promote WEEE prevention 17 5 NAPPIES & OTHER WASTE 78 8 Swap to reusable nappies and incontinence pads 18 Other municipal waste prevention strategies 60 600

WHICH TARGET FOR MSW (PREPARING FOR) REUSE ? Cfr 4 EU legal “activities” : 1. product (or component) used again for same purpose (= reuse) 2. product (or component) used again for other purpose (= product management?) 3. waste reuse with « light » pre-processing (= preparing for reuse) 4. waste reuse with « heavy » pre-processing (= recycling)

(preparing for) reuse potential WHICH TARGET FOR MSW (PREPARING FOR) REUSE ? Waste Generated (preparing for) reuse potential Bottle (kg) 35 12 Bags (kg) 2 1 Paper (kg) 100 3 Bulky (textile, furniture, EEE, …) (kg) 52 Nappies (kg) 18 TOTAL (kg/inh/year) 207 30

WHICH TARGET FOR MSW RECYCLING ? RECYCLING RATE = ??? The total amount of waste collected for recycling? The total amount of waste (sorted and) effectively prepared for recycling? The total amount of secondary materials incorporated in some products?

MSW RECYCLING PERFORMANCE 2009 (COM(2013)6) WHICH TARGET FOR MSW RECYCLING ? MSW RECYCLING PERFORMANCE 2009 (COM(2013)6) Austria 70% Germany 66% Belgium/Netherlands 60% Portugal 20% Greece 18%

WHICH TARGET FOR MSW RECYCLING ? DRY RECYCLING AND COMPOSTING PERFORMANCES 2009 ( EUROSTAT) EU27: 500 kg/inh % Dry recycled: 24% % Composted: 18% The highest rates for recycling were reported by Germany (48 %, 274 kg per capita), Sweden (36 %, 171 kg per capita) and Belgium (36 %, 175 kg per capita), whereas Austria (40 %, 235 kg per capita) and the Netherlands (28 %, 144 kg per capita) reported the largest shares of composting.

WHICH GLOBAL TARGETS FOR MSW? By 2020 (Except derogations)! PREVENTION Au moins 15 % - Reduction target - Reuse /Preparing for reuse target RECYCLING 70 % - Biowaste recycling target - Dry recycling target OTHER 30 % - (Energy) recovery target - Final disposal target 60 kg (10%) 125 kg (25%) 225 kg (45%) 30 kg (5%) 25 kg (5%) 500 kg 0 kg
