ABOUT PALESTINIAN HOUSING COUNCIL E N D E A V O R S T O W A R D S S U S T A I N A B I L I T Y The Palestinian Housing Council (PHC) was established in Jerusalem in 1991 as a non-profit institution dedicated to helping alleviate the problem of housing, and contributing the development of the housing sector, in addition to overcoming the housing problems. Over 25 years, PHC succeeded in contributing approximately $210 million in direct investments through various programs in the housing sector. 1,198 housing units were built in Gaza Strip, 408 housing units in West Bank cities, 1706 houses in rural areas and 1,870 housing units in Jerusalem. Moreover, 70 houses were renovated in the old city of Jerusalem, and 1,680 housing units were rehabilitated in various locations in West Bank Jerusalem and Gaza Strip, in addition to 555 housing units reconstructed in Gaza strip. CONTEXT PALESTINIAN HOUSING COUNCIL E N D E A V O R S T O W A R D S S U S T A I N A B I L I T Y About 4.81 Million Palestinian inhabitants in the West Bank and Gaza suffer the lack of natural area expansion due to Israeli occupation. This situation pushes up the prices of lands within the master plan for these areas, beside the economic and social crises related, leads to crowdedness of buildings and lack of affordable houses that consequently exacerbated the housing crisis especially among low and middle-income families in terms of physical and functional status. To contribute to the lessening of poverty among Palestinian families through improving their housing environment. To participate along with national and international organizations in the formulation of a national Palestinian housing strategy. To develop sustainable housing programs and policies along with line agencies in Palestine. To preserve the architectural heritage in Palestine. OBJECTIVES

PROGRAMS Individual Credit Program: IMPACT PALESTINIAN HOUSING COUNCIL E N D E A V O R S T O W A R D S S U S T A I N A B I L I T Y Individual Credit Program: The Direct Credit Program seeks to enable PHC`s target groups to construct, restore/renovate and complete their homes in urban and rural areas in Palestine by providing them with long term individual soft loans. PROGRAMS IMPACT Interaction: Construction loans. # of beneficiaries: 3,576 families, Budget: $120 million. Building type: Houses.

PROGRAMS Rehabilitation Program IMPACT PALESTINIAN HOUSING COUNCIL E N D E A V O R S T O W A R D S S U S T A I N A B I L I T Y Rehabilitation Program The Rehabilitation Program aims to contribute to the reduction of poverty through small grants. PROGRAMS Old city Jerusalem Renovation Program IMPACT PALESTINIAN HOUSING COUNCIL E N D E A V O R S T O W A R D S S U S T A I N A B I L I T Y Old city Jerusalem Renovation Program The program was begun with primary funding from the Islamic Development Bank (IDB) to renovate and restore major Arab historic and residential sites in the Old City of Jerusalem., the Program aims to preserve the cultural heritage and architecture in the city, promote the local restoration practices as well as to improve the social and economic conditions for inhabitants PROGRAMS IMPACT Interaction: Renovation. # of beneficiaries: 70 families Budget: $2 million Building type: Houses & historical courtyards

PROGRAMS Building for cooperatives IMPACT PALESTINIAN HOUSING COUNCIL E N D E A V O R S T O W A R D S S U S T A I N A B I L I T Y Building for cooperatives After the establishment of cooperative housing associations, PHC has provided technical assistance and personal loans to enable construction of a pilot housing association, according to the procedures and regulations of cooperative housing associations. PROGRAMS Demolished houses reconstruction program IMPACT PALESTINIAN HOUSING COUNCIL E N D E A V O R S T O W A R D S S U S T A I N A B I L I T Y Demolished houses reconstruction program As a response to the need of community, in the middle of 2010 PHC started implementation of reconstruction of totally demolished houses of several Israeli war s on Gaza Strip. PROGRAMS Housing Program in Jerusalem IMPACT PALESTINIAN HOUSING COUNCIL E N D E A V O R S T O W A R D S S U S T A I N A B I L I T Y Housing Program in Jerusalem The Housing Program in Jerusalem is a distinguished approach, mainly due to the difficult building circumstances imposed on Palestinian Jerusalemites. In response to the increase in housing demands, the PHC purchased 89 Dunums of land from The Hebrew University and is planning to build 156 apartments on part of it, targeting low and middle income families that do not have land ownership. PROGRAMS Site and Service Program PALESTINIAN HOUSING COUNCIL E N D E A V O R S T O W A R D S S U S T A I N A B I L I T Y Site and Service Program The PHC launched the Site and Service Program in 2004 for the purpose of developing sites for housing. Through this program, the PHC identifies adequate land for housing in which the PHC then purchases and develops all services and infrastructure. Parcels are then made available to families through PHC’s soft loans program in order to construct low cost homes. PROGRAMS

SUSTAINABILITY PALESTINIAN HOUSING COUNCIL E N D E A V O R S T O W A R D S S U S T A I N A B I L I T Y Endeavours towards green housing: Energy-efficient housing: PHC carried out many studies to ensure low-cost housing, long term maintenance and sustainable project features such as renewable energy sources. Recently, PHC applied all the regulations of thermal insulation and energy efficiency on its own projects. PHC made endeavours to introduce the concept of energy efficiency to all PHC’s beneficiaries. In this aspect, PHC has increased the ceiling of its loans to cover the cost of installing the thermal insulation of the new houses. However, applying thermal insulation is now a condition for every beneficiary. SUSTAINABILITY

SCP-NAP PALESTINIAN HOUSING COUNCIL E N D E A V O R S T O W A R D S S U S T A I N A B I L I T Y In line with SCP-NAP, that was launched recently in Palestine and as the housing and construction sector will be covered by that action plan; PHC intended to implement two pilot green projects in Palestine: Jeet Pilot Project in Qalqilia. JEET PROJECT PALESTINIAN HOUSING COUNCIL E N D E A V O R S T O W A R D S S U S T A I N A B I L I T Y This project is one of the pilot projects which PHC decided to take in the West Bank, due to the housing crisis and due the problem of migration from rural to urban centers, especially Ramallah, the project aims to create a practical test elements of environment-friendly buildings and attempting to apply and disseminate the results of the project outputs to the institutions that financing and implementing similar projects. Providing shared open spaces to enhance social relationship. Providing a community building that serves the whole residents. The proposed buildings to include kindergarten, basic school, lecture rooms, multi-purpose hall, sports facility and small shops. JEET PROJECT

The project will be sustainable and a environmentally-friendly, in terms of: Creating public green spaces. Accepting heritage landscaping and architecture. ACHIEVEMENTS PALESTINIAN HOUSING COUNCIL E N D E A V O R S T O W A R D S S U S T A I N A B I L I T Y PHC has succeeded in contributing approximately $210 M in direct investments in the housing sector: 8,061 families have been benefited directly by the PHC projects and programs. Including 2,321 families in Jerusalem 6,308 apartments and houses in Palestine have been built. Including 1,900 apartments in Jerusalem. 1,680 houses have been rehabilitated including 421 houses and compounds in the old city of Jerusalem. 1,340 inhabitants have been benefited by the loans’ installments’ revolving fund for more than $60M.
