Updates New state plan template and peer review guidance received from U.S. Department of Education. Minnesota decisions to date will be shared over the next few weeks. What’s in the Law When identifying schools for improvement, we must use: Academic Achievement (based on state tests). Academic Progress (based on state tests) [REQUIRED for elementary and middle schools; OPTIONAL for high schools]. Graduation Rates [high schools only]. Progress toward English language proficiency (based on the ACCESS for ELLs 2.0 test). Indicator(s) of school quality or student success.

Topic How can we improve students’ and families’ feelings about and relationships with their school? School climate. Family engagement.

Process Small groups focused around the starting points. Five questions. Questions 1-4 in small groups. Some answers to Question 1 are already on posters. Question 5 on your own. An initial summary will be shared in the next few days; please send feedback on that summary, as well as any additional feedback from your members, constituents and colleagues by April 26.

Goals Make recommendations about which data to use about these areas, and how to use it: Identify schools for improvement. Identify schools for positive recognition. Report on the Minnesota Report Card. Report in the MDE Data Center. Use (e.g. in needs assessments) for federal programs. Use (e.g. in needs assessments) for state programs.

Recommended Pacing for Round 1 Question 1: What do we want to see change with respect to this topic? Consider student experience, adult actions, and system actions/policies. 15 minutes Question 2: What data would best represent this topic in the federal system for identifying schools for improvement? What would be involved in collecting and using these data for that system? How else could these data be collected and/or used?

Recommended Pacing for Round 2 Question 3: What are the best-case scenarios if these data were used to identify schools for improvement? What are the worst-case scenarios? What do you think are the most likely effects at the district, school, and classroom levels of using these data to identify schools for improvement, and how do those relate to the answers to Question 1? 10 minutes Question 4: What other options exist to promote the desired changes? How can we help people advocate for a better system in their community or in Minnesota generally? 20 minutes
