Affordable Housing and Sustainable Communities (AHSC) Program Latest Updates Transit Oriented Affordable Homes – State and Local Programs Leading the Way to our Future San Diego Housing Federation Conference Thursday October 13, 2016

Latest in AHSC What’s going on with the Cap & Trade auctions? Quick Overview: What is the goal of the AHSC program? What does it fund? What’s happening in Round 2? What should I do to prepare for Round 3? What should I be looking at to start a project?

“AHSC Top 5” How much money is available? How did the San Diego Region do in Round 2? When do Round 3 Applications come out? What are you going to do about ____ next year? i.e. Guideline Revisions… Why does it matter to me? How can I begin to prepare?

Cap & Trade in the News

Where does the $$ come from? A portion of the GHG emissions permits (allowances) established by the Cap-and-Trade Program are sold at quarterly auctions and reserve sales. The Legislature and Governor appropriate proceeds from the sale of State-owned allowances for projects that support the goals of AB 32 and SB 32!! CCI are comprehensive and coordinated investments throughout California that further the State’s climate goals and deliver major economic, environmental and public health co-benefits.

What does this mean for the San Diego region? Agenda What does this mean for the San Diego region?

Transit Quality Matters – QT & HQT Qualifying Transit ***ALL YOU NEED TO QUALIFY!**** Fixed Transit Service (Rail Service and Bus Service) Service required to depart two (2) or more times during Peak Hours Flexible Transit Service (Vanpool or Shuttle Service) Must operate with two or more passengers High Quality Transit includes any combination of the following characteristics: Center of road alignment, mixed traffic prohibitive intersection treatments Use of more limited-stop service including express service and skip-stopping Application of Intelligent Transportation Systems (ITS) technology such as signal priority, automatic vehicle location systems, system security, and customer information Platform level boarding and off-board fare collection.

Shovel Ready? Other Policy Thresholds Environmental: CEQA/NEPA clearance by application deadline Permits & discretionary land use approvals No outstanding legal challenges to Project Construction has not started Must have site control Other Policy Thresholds Addresses climate adaptation No conversion of working or natural resource lands

Partnerships Holistic projects: What makes the neighborhood successful? Are the transit, transportation, housing components thoughtfully integrated, phased, and designed? Who are the players? Who ‘touches’ the Project? Who needs to be legally involved? Can Projects provide balanced investments?

Community Needs & Engagement How does your AHSC Project meet an identified community need? ECONOMIC ENVIRONMENTAL PUBLIC HEALTH Emphasis on maximizing benefits to all communities served by the AHSC Program All applicants are required to report co-benefits beyond those of affordable housing and transportation Applicants are competitively scored on how the community benefits provided by their Projects go beyond the required infrastructure components of the AHSC Program.

Enforceable Funding Commitments Committed funds must have letter from funder (grant, loan award, Capital Improvement Plan allocation, etc.) to be verified as an Enforceable Funding Commitment If a secondary filter needed, a project located within a Disadvantaged Community will be prioritized based on greatest percentile rank. AHSC funds requested + EFCs – Deferred Costs Total Development Costs – Deferred Costs

Full Application: Scoring Criteria

What should I be thinking about? Estimated Process for Future Year Projects What should I be thinking about? Planning & Community Engagement Local General, Specific Community Plans Sustainable Community Strategy/Regional Transportation Plan Active Transportation Plans AHSC Project Exploration Identification and prioritization of potential projects Identification and cultivating relationships between applicants and partners AHSC Project Design Identify core components of project and lead applicant Identify additional partners Understand potential GHG reductions from project variations Pre-Application Stay apprised of AHSC Program Updates & Technical Assistance opportunities

What should I do to prepare for Round 3? You are here! What are some identified community needs? What plans are completed that could be implemented? What parts of your community meet HQT, QT, and Density requirements? Who do you need to engage to make this happen? What timing and planning structure makes sense for your community?
