LEGAL BASES Republic Act 9165 or Comprehensive Drugs Law of the Philippines Provides protection of the state and its individuals from the possible harms brought about by the abuse of illegal-substance. Article II Section 23 of 1987 Philippine Constitution Encourages the involvement of non-governmental, community-based, or sectoral organization to promote the welfare of the nation Section 3 Par (l) of Local Government Code of 1991 Encourages the participation of the private sector in local governance....

LEGAL BASES Dangerous Drug Board Resolution No. 4 series of 2016 Provides Guidelines on Voluntary Surrender of Drug Users and Dependents and Monitoring Mechanism of Barangay Drug-Abuse Campaigns.

DATA ON ILLEGAL DRUGS 13,661 bgys (32.50%) are drug affected (Data Source: PDEA) 685,813 drug users and pushers personally appeared to PNP from July 1, 2016 to Sept. 1, 2016) (Data Source: PNP)

WHAT IS MASA MASID? MASA MASID is a community-based initiative to engage volunteers in the fight against criminality, corruption, and illegal drugs.

MASA MASID FRAMEWORK DILG Combat LNB Illegal Drugs Criminality Social Facilitator DILG Private Sector and Faith-based Organizations PNP ADAC LNB Convene, Organize, Mobilize, and Train Combat Illegal Drugs Criminality Corruption “MASA MASID” Team CSOs/NGOs of BADAC and BPOC and other Barangay volunteers. Faith-Based Organization Report Expanded Ugnayan ng Barangay at Simbahan (UBAS C/MTWG) Safe and Peaceful Barangays

PURPOSE To heighten community involvement by mobilizing the support of local stakeholders, volunteers, civic organizations, faith-based organizations, and the private sectors in the fight against illegal drugs. Specifically, the Program aims to: Intensify the advocacy and education campaign in the community; Mobilize the community in gathering information by installing a reporting mechanism on the illegal activities in the locality;

PURPOSE 3. Mobilize support group and encourage sharing of available resources to hasten the implementation of the Community-Based Rehabilitation Program; and 4. Create an enabling environment to encourage collaboration among the community partners to effectively implement the Community-Based Rehabilitation Program. 5. Monitor the implementation of Government-Funded Projects.

IMPLEMENTATION STRATEGIES Advocacy and Education Campaigns Information Gathering and Reporting Community-Based Rehabilitation Program

COMPONENTS The Community-Based Rehabilitation Program has three (3) components namely: Patients’ Care Family Care Community Care

Composition, Roles, and Responsibilities UBAS Expanded Technical Working Group Chairperson: DILG City/Municipal Field Officer Members: - Church/Faith-based Organizations - LnB City/Municipal President - PNP Chief of Police or Representative - Representative of the City/Municipal Anti-Drug Abuse Council

Composition, Roles, and Responsibilities UBAS Expanded Technical Working Group Responsibilities: Convene and mobilize the MASA MASID Team; Provide technical and administrative assistance to the program; and Implement a systematic monitoring and reporting mechanism.

Composition, Roles, and Responsibilities MASA MASID Team Leader: (choose from the members-preferably the Faith-Based Organization) Members: Members of UBAS Barangay Action Teams representatives of Faith-Based Organizations Civil Society Organizations Non-Government Organizations People’s Organizations Other Volunteers in the Community CSO and NGO Members of: Barangay Anti-Drug Abuse Council (BADAC) Barangay Peace and Order Council (BPOC)

MASA MASID TEAM MMT TEAM Leader Information Gathering, Reporting and Monitoring Group (representatives of BAT, BADAC, BPOC) Community-based Rehabilitation Group (representatives of BAT, BADAC, BPOC) Advocacy and Education Campaigns Group (representatives of BAT, BADAC, BPOC) BBIs Barangay Action Team (BAT) (FBO, CSO, NGO, Individual) Barangay Anti-Drug Abuse Council (BADAC) (FBO, CSO, NGO, Individual) Barangay Peace and Order Council (BPOC) (FBO, CSO, NGO, Individual)

Composition, Roles, and Responsibilities MASA MASID Team Responsibilities: On Advocacy and Education Campaigns Conduct information and education campaigns; Organize forums, seminars, and related activities on prevention and demand reduction; Secure the support of local media such as radio and print, and utilize social media; Coordinate and partner with schools for possible partnerships on information drive against illegal drugs; Forge partnerships with local organizations whose primary mission is to fight illegal drug and illegal drug activities; and Encourage the support of Interfaith leaders to incorporate anti-illegal drug advocacy in their services.

Composition, Roles, and Responsibilities MASA MASID Team Responsibilities: On Information Gathering and Reporting Encourage the support of the community on gathering and reporting information on any incident related to illegal drug activities; Institute reporting mechanism in consultation with the local PNP, church and/or faith-based organizations.

Composition, Roles, and Responsibilities MASA MASID Team Responsibilities: On Community-Based Rehabilitation Monitor the progress of the Recovering Drug Dependents (RDDs); Work with the network of local volunteers on the implementation of interventions for community-based rehabilitation programs; Assist in the reintegration of the recovering drug dependents.

Composition, Roles, and Responsibilities MASA MASID Volunteers (MMV) Members: Any member of the community who is of legal age and who passed the minimum screening requirement: has good image in the community (submit latest copy of barangay clearance). no pending case (submit latest copy of police and/or NBI clearance) no history of involvement in illegal drugs, crime and corruption

Composition, Roles, and Responsibilities MASA MASID Volunteers (MMV) Responsibilities: Assist the MMT in the Implementation of the three (3) Implementation Strategies of MASA MASID: Advocacy and Education Campaign Information Gathering, Reporting and Monitoring Community-Based Rehabilitation

ROLES AND RESPONSIBILITIES DILG REGIONAL OFFICES Disseminate the policy to the DILG Provincial and Field Offices Coordinate with and provide technical assistance to DILG Provincial and HUC/ICC focal persons in the implementation of the Program Oversee the implementation of the Program in the region and ensure its successful implementation

ROLES AND RESPONSIBILITIES DILG PROVINCIAL OFFICES Coordinate with and provide technical assistance to DILG Field Offices at the City/Municipal level in the implementation of the Program Orient the Expanded UBAS C/M TWG on the Program Oversee the implementation of the Program in the province and ensure its successful implementation

ROLES AND RESPONSIBILITIES DILG CITY/MUNICIPAL FIELD OFFICES Spearhead the organization and mobilization of the Expanded UBAS C/M TWG and MMT Conduct orientation/training of the MMTs Maintain a registry of the MMTs Oversee the implementation of the MASA MASID Program within their jurisdiction and ensure its successful implementation

ROLES AND RESPONSIBILITIES CITY/MUNICIPAL ANTI-DRUG ABUSE COUNCILS Work closely with the DILG City/Municipal Field Office on the implementation of MASA MASID Program; Provide technical and administrative support; and Act as secretariat.

ROLES AND RESPONSIBILITIES LIGA NG MGA BARANGAY Assist in the organization and orientation of the MASA MASID Team; Collaborate with the MMTs in the implementation of MASA MASID; Assist in coordinating with partner organizations for the provision of aftercare and livelihood program for the RDDs; and Conduct advocacy and information campaigns against illegal drugs within their jurisdiction.

ROLES AND RESPONSIBILITIES FAITH-BASED ORGANIZATIONS Assist in organizing and orienting the MMTs; Mobilize the support of faith-based organizations; Spearhead the advocacy and education campaigns in the community; Assist in the implementation of Community-Based Rehabilitation Program; and Assist in the implementation of community-based reintegration of the Recovering Drug Dependents back to the communities.

ROLES AND RESPONSIBILITIES LOCAL PNP Assist in the organization and in capacitating the MASA MASID Teams; Provide technical assistance; and Assess the reports submitted by the MMTs, and take necessary actions including, but not limited to, filing of cases and/or referral of drug users for counseling and/or rehabilitation, depending on the frequency of the use of illegal drugs.

ROLES AND RESPONSIBILITIES Provincial Government Ensure that the Anti-Drug Abuse Councils are organized and operational in the province, component cities, municipalities and barangays; Provide support for the organization and mobilization of the MASA MASID Team and the Community Rehabilitation Network;

ROLES AND RESPONSIBILITIES Provincial Government Provide support for the establishment of the Community-Based Rehabilitation Program; food for the surrenderers during sessions supplies and materials

ROLES AND RESPONSIBILITIES Provincial Government Provide support to the treated/drug free individual by endorsing him/her for job opportunity; and Monitor the implementation of the Program.

ROLES AND RESPONSIBILITIES City/Municipal Government Ensure that the Anti-Drug Abuse Councils are organized and operational in the city/municipality and component barangays; Provide support for the organization and mobilization of the MASA MASID Team and the Community Rehabilitation Network; Consolidate the location of the surrenderers;

ROLES AND RESPONSIBILITIES City/Municipal Government Consolidate the location of the surrenderers; Provide support for the establishment of the Community-Based Rehabilitation Program venue for the sessions food for the surrenderers during the sessions supplies and materials and other needed support mayors may designate overall CRN

ROLES AND RESPONSIBILITIES City/Municipal Government Organize activities with the participation of the drug patients and other members of the community such as sports, Zumba, tree planting, and livelihood activities for them to inter-act with other members of the community to minimize stigma towards individual undergoing rehabilitation;

ROLES AND RESPONSIBILITIES City/Municipal Government Provide support to the treated/drug free individual by endorsing him/her for job opportunity; and Monitor the implementation of the Program.
