PAVEMENT PRESERVATION PROGRAM PAVEMENT PRESERVATION PROGRAM The objectives of a Pavement Preservation Program are to: The strategy is to attend to pavements while they are still in good condition, before they deteriorate to a condition that requires costly major rehabilitation or reconstruction. 1) to provide an acceptable level of service by maintaining adequate smoothness and surface friction; 2) preserve the structural life of the pavement; and 3) protect the investment the Village has made in it’s street system. TREATMENT METHODS OF PRESERVATION AND REHABILITATION Crack Filling Along Edges of Pavement Crack Sealing Rejuvenators Slurry Seals or Micro-Surfacing Cold or Hot In-Place Recycling Surface or Full Depth Patching Minor Resurfacing Full Depth Resurfacing Reconstruction James J. Benes and Associates, Inc.
RECOMMENDED TREATMENT METHODS Crack Filling Along Edges of Pavement - $0.25/SY (In Current Program) Crack Sealing - $0.85/SY (In Current Program) Pavement Patching and Crack Sealing - $3.05/SY (In Current Program) Minor Resurfacing - $15.30/SY (In Current Program) Full Depth Resurfacing - $29.30/SY (Add to Current Program vs. waiting to reconstruct) Reconstruction - $69.40 to $89.50/SY (As Required) James J. Benes and Associates, Inc.
MULTI YEAR PROGRAM Period 1 – 2012 through 2017 James J. Benes and Associates, Inc.
RECOMMENDED SEQUENCE OF OPERATIONS (Maintain existing level of service) James J. Benes and Associates, Inc.
ESTIMATED ANNUAL FUNDS NEEDED * *Estimated annual cost is based on the recommended cycle of roadway treatments from the study – unknown pavement, soil, and drainage conditions may impact the actual numbers James J. Benes and Associates, Inc.
CURRENT FUNDING The Village currently receives approximately $1.075 million annually from Motor Fuel Tax and Local Gas Tax Revenue. From that amount, approximately $800,000* is budgeted annually for pavement preservation. *Balance of approximately $275,000 goes toward – MFT testing services, traffic sign materials, traffic light maintenance, street light poles/fixtures/bulbs/ballasts, salt, salt brine, calcium chloride, pavement markings, and bicycle path maintenance. James J. Benes and Associates, Inc.
RECOMMENDED ROADWAY TREATMENT CYCLE Adds Full Depth Resurfacing as a treatment to be used Goal of maintaining the existing average level of service for the streets at 6.8 Requires additional funding beyond existing MFT revenues James J. Benes and Associates, Inc.
CONTINUING CURRENT ROADWAY TREATMENT CYCLE Keeps current treatment cycle (with additional patching to take place and reduced levels of resurfacing) Based on existing MFT revenue levels No treatments where deteriorated to a point of requiring full depth work Necessitates a unit cost for eventual reconstruction of the roadway - reconstruction is not part of the current program James J. Benes and Associates, Inc.
BICYCLE PATH CONDITION RATING All of the bicycle paths were found to be in “Good” or better condition (Rating of 6 – 9) Continue existing program of sealcoating approximately every 5 years with the recommended addition of crack sealing Add isolated patching as needed Annual Estimated Expenses range from $17,416 (2012) to $20,054 (2016)
QUESTIONS REGARDING THE PAVEMENT ANALYSIS STUDY AND PRESENTATION James J. Benes and Associates, Inc.
WORKSHOP FEEDBACK Are you generally satisfied with the current level of service for the overall Village roadway system? a) Examples of Street Conditions - Paser rating examples of 5.0 to 7.0 with pictures - Overall street system has ratings from 3.0 to 10 b) Same approximate year in service James J. Benes and Associates, Inc.
Paser Rating 5.0 Dean Drive Built–1968
Paser Rating 5.5 Stillwell Court Built–1968
Paser Rating 6.0 Jackson Drive Built–1968
Paser Rating 6.5 Wolfe Drive Built–1968
Paser Rating 6.8 (average street in Woodridge) 63rd Street Built–1965
Paser Rating 7.0 Langley Court Built–1968
WORKSHOP FEEDBACK 2) What level of service do you desire in the future? a) To maintain the average Paser rating of 6.8 need to increase annual pavement expenditures by approximately $750,000 b) Can calculate additional expenditure needed to reach any desired level of service c) Can utilize the existing revenue and reduce treatments James J. Benes and Associates, Inc.
WORKSHOP FEEDBACK 3) Do you wish to explore alternatives of increasing funding for road maintenance? Transfer current non-pavement preservation expenses out of the MFT fund (i.e. salt, traffic signals, etc.) to the general fund? Decrease general fund expenses and conduct transfers into the MFT fund for pavement preservation? Evaluate current $0.01 gas tax? Evaluate current level of sales tax? Evaluate classification of additional FAU routes? Pay as You Go vs. Bonding? Other alternatives? James J. Benes and Associates, Inc.
