Activity 9. 1 Recoding of the enterprise groups 9. 1 Activity 9.1 Recoding of the enterprise groups 9.1.1 Assessment mission The objectives of mission were as follows: To provide the EU regulations on accounting of enterprise groups in the SBR To present the current state of the SBR for identification of enterprise groups and establishing relationships between enterprises To get information on the structure of enterprise groups, data sources and their recording in the SBR To inform about the experience of the CSB in accounting of enterprise groups To inform about profiling procedure To assess the available information on related/controlled legal units in the Ukrainian SBR To study the specific case of enterprise groups To make an assessment of different possible ways to identify resident enterprises group units according to information available in SSSU

Activity 9.3 Practical approaches to construct enterprise groups The mission had the following objectives: To provide information about the currently available information on related/controlled legal units in the Ukrainian SBR To provide comparison of the results obtained from different sources To discuss the steps that have been taken to establish control links between legal entities during the construction process of the population of entities that are in the group with the Ukrainian SBR To provide practical approaches to construct the population of enterprises that are in the group To make an assessment of different possible ways to identify enterprise group units according to the information available in the SSSU To study the specific case of enterprise groups To discuss information characterizing financial links that are used during the construction process of the population of enterprises which are in the group To discuss examples of enterprise groups obtained in the process of approbation of various information sources To assess activities that have been carried out before, and to discuss further steps of implementing the identification system of the financial and control links between legal entities into the Ukrainian SBR

Activity 9.4 Recommendations on the results of special testing to identify enterprise groups in the statistical business register The objectives of mission were as follows: to present the results of the construction of the population of enterprises from the business register and of the pilot test, the results of which enabled identifying of the enterprise groups and establishment of the control links between enterprises in the group to discuss algorithm applied when establishing links between legal persons

Activity 9.5. Study visit. Setting up and identification of enterprise groups in the Statistical Business register and organization of observation of these enterprise groups The objectives of mission were as follows: Integrated Statistical Data Management System - "ISDAVS" Statistical Business Register in Latvia as a basis for statistical data production Latvian experience in creation and accounting of enterprise groups Profiling of large and complex enterprise groups Using of Statistical Business Register information for sample surveys Foreign affiliates statistics (FATS) in Latvia Using of Statistical Business Register information for Short Term Statistics turnover survey Presenting of the results of developing enterprise groups in Ukraine

Activity 9.6 Recommendations on the results of special testing to identify enterprise groups in the statistical business register The objectives of mission were as follows: to present the Draft Methodological guidelines for identification of enterprise groups in the SBR; to present the algorithm for identification of enterprise groups, outlined in the Draft Methodological guidelines for identification of enterprise groups in the SBR; discussion on possible improvements of the Draft Methodological guidelines for identification of enterprise groups in the SBR

Results SSSU get acquainted with the EU normative documents about the recording of enterprise groups and establishment of enterprise relationships The methodology for creation enterprise groups is created Algorithm is prepared Recommendation on methodological report are discussed The methodological base for implementation of enterprise groups and enterprise relationships in SSSU business register is provided
