Session Topics What type(s) of location is available, and why is it needed? Which location related technologies are undergoing change? What is the expectation for 9-1-1 location in the future?

Location Landscape Drivers: FCC 4th Report & Order: Heightened Location Measured Location: 50m uncertainty, 90% confidence – this is geo location, also called a position estimate Provisioned Location: NEAD Dispatchable Location – this is a civic location, or street address Overall, there is a need for better, faster, dispatchable location

Location Landscape On Ramps: Access Technology Changes VoLTE becoming ubiquitous – offering more options for calling and data – therefore more options for location VoWiFi now being deployed – location systems based on Wi-Fi are less mature, diverse, and are changing RTT replacement of TTY – tied into a mobile location, whereas TTY for wireline relied on static location IoT sensors and alerts – no standards yet on 9-1-1 location 5G

National Emergency Address Database (Discussion Proposal) WDL2 indicates a wireless 9-1-1 call that provides: civic oriented data (address and sub-address location [where appropriate]) in addition to traditional WPH2 geodetic X, Y and Uncertainty data associated with the caller’s location (where available).  When this CoS is used, it indicates the civic oriented data is expected to meet the highest quality level criteria to be “dispatchable”, and indicates that the sub-address location within the building address is very close to the caller’s location.  

National Emergency Address Database (Discussion Proposal) WDL1 indicates a wireless 9-1-1 call that provides: civic oriented data (address and building zone [where appropriate]) in addition to traditional WPH2 geodetic X, Y and Uncertainty data associated with the caller’s location (where available).  When this CoS is used, it indicates the civic oriented data is expected to meet the medium-quality level criteria to be “dispatchable” by building zone but also indicates a less detailed location than WDL2. 

National Emergency Address Database (Discussion Proposal) WCVC indicates a wireless 9-1-1 call that provides: civic oriented data (address) in addition to traditional WPH2 geodetic X, Y and Uncertainty data associated with the caller’s location (where available).  When this CoS is used, it indicates the civic oriented data is not expected to meet the criteria to be “dispatchable” by either building zone (WDL1) or sub- address location (WDL2).

National Emergency Address Database (Discussion Proposal) Location Field Limitation of approximately 20 bytes on average (range may be 12 bytes to 60 bytes)? For NEAD uses, unique location items may be: Flr, Rm, Suite, Zone (floor quadrant) Mezz, Lobby, Bsmt?
