Sustainable procurement in the Health and Care System Presenter name

Commissioning and Procurement Sustainable Procurement is a process whereby organisations meet their needs for goods, services, works and utilities in a way that achieves value for money on a whole life basis in terms of generating benefits not only to the organisation, but also to society and the economy, whilst minimising damage to the environment. We have published a SDS, and supporting modules which outline the broad direction of travel with regard to specific areas.

Procurement – what we have Procuring for Carbon Reduction (P4CR) and Ethical Procurement for Health (EPH) CSPM/SDU guidance- devices, pathways and pharma Examples of good practice (case studies) Training A presence on CPE An informal mandate (through the sustainable procurement survey) - Add hyperlinks for ease of reference to all of the above. Also to the WRAP training (not just Loreus)

What we don’t have Widespread awareness of available resources All the necessary/desired tools Sufficient resources The right level of engagement with procurement teams VERBAL POINTS TO BE MADE: Point number 2 – but some tools may be available elsewhere Point number 4 – we don’t have the right level of understanding of the financial opportunity that exists – link back to the financial document.

Sustainable Procurement Survey When? Conducted at the end of 2015 Results published in April 2016 How? Small number of mixed questions Surveymonkey Plentiful reminders Who? Aimed at procurers Used procurement portal

Sustainable Procurement Survey – Results (1) 137 responses registered; 112 taken into consideration Generally, good awareness and appetite (88% report to take into account sustainability during procurement) NHS Supply Chain most frequently used for framework contracts VERBAL POINTS: Instead of significant, put in the number of responses. Add a chart of types of responses, or a graphic – the hardest hitting one – from the survey responses. It feels like we are Moving from the “why” to the “how” which is a fantastic place to be - -say these words Add more stats and figures where available to these points Cost considerations were not the loudest voice

Survey – Results (2) Organisations holding themselves equally responsible as framework providers Inability to influence framework contracts Increasing understanding that sustainable procurement can deliver savings Substantial support for centralised interventions Differing opinions on delivery – SDU a catalyst or a deliverer? VERBAL POINTS: Instead of significant, put in the number of responses. Add a chart of types of responses, or a graphic – the hardest hitting one – from the survey responses. It feels like we are Moving from the “why” to the “how” which is a fantastic place to be - -say these words Add more stats and figures where available to these points Cost considerations were not the loudest voice

Survey – Recommendations There is strong demand for greater, more visible and accessible support for Sustainable Procurement from NHS England, the SDU and other agencies. Support There is clear demand for procurement specific tools to support the implementation of sustainable procurement. Tools There is a clear need to provide assurance that centrally let (framework) contracts have due regard to sustainable procurement. Assurance

Today, we’ll need your direction on… Tools and supporting materials Networks and collaboration Strategy development

Tools and supporting materials Sheets on tables with 10 examples Prioritise each (1,2 or 3) Add your comments

Networks and Collaboration Networks eg. Sustainability West Midlands East Midlands SP Network Medilink LRPN CPE member Collaboration eg. Dissertations for Good LEP funding PRME-Business school support Add some sort of graph here to present this better Is this list exchaustinve? Would you thisnk there is value in networks? Prompts: Local? Regional? X-sector? Would you be able to set one up – space for email addresses? What support would you need to do this? – would setting up a national support group, x-sector on SP help? SDU can get on with making this happen Print this out in a table with spaces for people to add their views Networks DO NOT have to be on SP, spin-offs can emerge

Strategy Development How do we support implementation? On-line resource navigator? Network development/support? Centrally agreed strategic document? (National Sustainable Procurement Implementation Strategy document?) Prepare voting slips

Thank you! Eleni Pasdeki-Clewer Technical Expert SDU
