How Severe is your problem? A good short story often sells this point well. “An underinflated tire on a team bus at Taylor University led to every parent’s worst nightmare: the call that says your child died.” Short and visceral will catch the judge’s attention.

How many people are affected by your problem? Start with www.Census.Gov Population data and Demographics Income, education, age, origin, to the neighborhood level Economic Indicators Housing starts, Services, Inventories Trend analysis
