Brief Presentation of Public Procurement System in Lithuania Since its accession to the European Union in 2004, Lithuania has been among the fastest growing economies in the EU. In 2013 Lithuania was ranked 24th in the world in the Ease of Doing Business Index from the World Bank, while the latest annual Doing Business report for 2016 places Lithuania as high as 21st. Public procurement accounts for roughly a third of the national budget, and is primarily conducted by sub-national contracting authorities under the supervision of Public Procurement Office (Viešųjų pirkimų tarnyba Lith.) Public Procurement Office operates a single Central Public Procurement Information System (CVP IS) for the performance of all procurement activities of contracting authorities and tenderers

Legal Framework of Public Procurement System The Lithuanian Law on Public Procurement is the national act regulating public procurement and transposing the EU Directive 2014/24/EU on public procurement and Directive 2014/25/EU on procurement by entities operating in the water, energy, transport and postal service sectors. The law sets up detailed requirements for contract notices, mandatory qualification requirements, contents of technical specifications, tender submission, verification and evaluation procedures. CVP IS is used by contracting authorities and tenderers for the performance of the following functions: Publication of the annual procurement plans and procurement notices of contracting authorities Publication of tender documents and submission of tenders Communication between contracting authorities and prospective tenderers Publication of procurement reports and contract data
