Project Overview - SWP SWP -- 8.7 miles IH 30 to Altamesa Blvd in Fort Worth 6-lane divided tollway All-ETC June 2005 – ROD for environmental clearance Design 95% complete ROW 90% acquired Rick Herrington

Project Overview – Chisholm Trail SWP (TxDOT)/Chisholm Trail – 19 miles Altamesa Blvd. in Fort Worth to U.S. 67 in Cleburne 4-lane divided tollway All-ETC May 2004 – ROD for environmental clearance Design 85% complete ROW 90% acquired Phil Russell

Progress to Date Oct 2008 – Term Sheet between TxDOT and NTTA to combine SWP and CT into one project Majority of right-of-way purchased Design nearing completion Investment grade traffic and revenue study underway for combined roadway UPRR agreement – temporary hump lead constructed

Next Steps: Traffic and Revenue Report Investment Grade Traffic and Revenue Study on SWP and CT combined project Forecasts the amount of traffic that will be on the roadway determining the amount of revenue the project will produce Expected to be complete in June

Next Steps: Environmental/Planning Documents SWP NTTA lead Final environmental impact statement (FEIS) Re-evaluation; anticipated completion April 2009 Project Management Plan & Financial Plan; living documents, but initial review by FHWA ongoing; final approval June 2009 CT TxDOT lead Environmental Assessment Re-evaluation; anticipated completion Oct. 2009 Financial Plan; will complete for record, no formal submittal required

Next Steps: Finalize Design SWP (NTTA) NTTA lead Design is at 95% Expected completion June 2009 SWP (TxDOT) and CT (TxDOT) TxDOT lead Design is at 85% Expected completion October 2009

Next Steps: Acquire ROW SWP TxDOT and City of Fort Worth lead ROW acquisition 90% complete 16 parcels remaining, expected completion 2nd Qtr FY 2010 CT TxDOT lead 17 parcels remaining, expected completion late 2009

Next Steps: UPRR Agreement Formal Agreement between Project Partners and UPRR executed January 2009 Conceptually defines plan/rights/obligations to build SWP over UP Davidson Yard Temporary hump lead implemented and being tested Final Declaration of Intent by May 19, 2009 Determines whether or not project partners move forward with the project as specified in the agreement

Next Steps: Amount of NTTA Equity Available Determine amount of NTTA equity availability NTTA/TxDOT toll equity loan agreement NTTA committed $400 million of equity between SH 161 and SWP and CT combined project SH 161 finance plan expected 3rd or 4th quarter 2009 SWP and CT combined project receives remainder of equity available
