Governor’s May Revise Overall, spending is up $1.68 billion over 2016-2017 (last year) Rainy Day Fund now stands at $8.5 billion State budget is for $183.4 billion in spending Governor proposed a lower than anticipated IHSS cost shift to counties which would have left a $40 million hole in Alameda County. Increased County costs are imminent.

Governor’s May Revise Provides $1.6 billion more than required in Proposition 98 spending for education over the 16-17 through 17-18 grant period Increase of $15 million for legal services for immigrants bringing total new state budget funding to $30 million

May Revise ECE Highlights Governor recommitted to spending the funds related to last year’s multi-year budget deal: $210 million added back into this year’s budget SRR increases 6% starting 7/1/17 Increases RMR to 75% of 2016 RMR starting 1/1/18

May Revise ECE Highlights Provides 2,959 full day State Preschool slots at Local Education Agencies (LEAs) starting April 1, 2018 Provides 1.56 COLA to non-CalWORKs child care: (State Preschool and General Child Care, Alternative Payment, Resource and Referral Agencies and Local Planning Council).

May Revise ECE Highlights Proposal to align state preschool and Transitional Kindergarten modified: Exempting state preschool from state licensing standards if in K-12 facilities delayed until 2018-2019. Adds to proposal to allow State Preschool teacher with multiple subject teaching credential to have 1:12 ration vs. 1:8 ration the requirement that these teachers complete 24 units of ECE coursework or comparable experience.

2019 Budget Deal TBD President Trump has proposed eliminating the 21st Century Learning after school program which would result in the loss of an estimated 400,000 spaces in California

County Policy and Budget--Immigration Policies: Two Resolutions upholding Due Process and Protecting Civil Rights of Immigrant Residents Fundraising: Board allocated $750K to Immigration Defense and Service Provision – match from SF Foundation for a total of $1.5 million Ad Hoc Committee: Overview of the immigration policy landscape and immediate needs of the community to inform long term county policies and programs

County Policy and Budget--Immigration State Legislation: SB 54 The CA Values Act. Ensures that state and local resources are not used to fuel mass deportations, separate families, or divide Californians on the basis of race, gender, sexual orientation, religion, immigration status, or national or ethnic origins; AB 3 Public Defender Bill.
