4.5 K Cold Box Schedule Recovery Directors’ Review Joe Preble 16 November, 2016

Safety & General Information Use stairs in case of emergency, stairs are located at each corner of the building Tornado shelter F113, the large conference room 1st floor at the exit stairs Fire rally point from here is outside the cafeteria door in the parking lot on the north side of the building, the alternate is on the south side of the building in front of the main doors by the flag pole if you are on that side of the building. Rest rooms are across the hall. 4.5 K Cold Box Schedule Recovery Directors’ Review, 16 November, 2016

What the Day Will Bring Preble – Perspective Arenius – Overview ALATUS – Project Scope & Design Process PDR & Lessons Learned Post PDR & FDR Schedule Impacts Schedule update: Improvements & Alternatives Schedule Review Status update on procurement activities completed Current Schedule review Manufacturing Phase: Fabrication sequence Project Management: Looking Forward 4.5 K Cold Box Schedule Recovery Directors’ Review, 16 November, 2016

Perspective LCLS II is the big BES project at this time, The project is well supported by the DOE/BES with funding, decision making, and all the help it needs. One of the critical technologies for the project is the cryogens plant which includes two 4 kW 2K helium refrigerators. The 4.5 K Cold Boxes are the heart of these refrigerators and as such get a lot of attention and scrutiny by the project. 4.5 K Cold Box Schedule Recovery Directors’ Review, 16 November, 2016

Perspective Subcontract Type: Firm Fixed Price/ Design-Build Scope of Work: Design, Fabrication, Delivery, Assembly, Commission. (Seismic Opt 2 & Spare Parts) Subcontractor: Air Liquide Advanced Technologies, US (ALATUS) – Houston, TX ALATUS Subcontractor: PHPK Technologies – Columbus, OH Responsible for design, material supply, fabrication, delivery, assembly (all other scope besides turbines) We have an experienced team, JLab with a 25+ year history with large 2K cryogens plants, ALATUS, supplying the cold boxes, and PHPK, ALATUS’ sub-contractor, all bringing extensive experience to the work at hand 4.5 K Cold Box Schedule Recovery Directors’ Review, 16 November, 2016

Perspective – Why we are here Even with this team, over the course of this year we have had a series of missed milestones and eventual a slip on the delivery date for the cold boxes. This has become the major issue for the project as the first cold box is needed for the major milestone “First Light”. Delaying First Light can not happen. At this time the 4.5 K Cold Box delivery is the absolute #1 concern for the project. The DOE Office of Performance Assessment has recently reviewed the project and this contract was front and center! In response to the schedule slip we have already taken several steps to understand the past problems and have looked forward to what we need to do to recover the original schedule. The baseline delivery date for the first cold box is 11 September, 2017 and the schedule had been as delayed as far out as ~20 January, 2018. The efforts to date has resulted in considerable recovery of the schedule. The ALATUS schedule shows multiple scenarios that result in the 1st cold box being delivered on a schedule that supports the first light milestone date. 4.5 K Cold Box Schedule Recovery Directors’ Review, 16 November, 2016

Perspective – Where we are now Review of the project schedule, P6 CP#1 shipment of 4.5 K Cold Box (CP_CB-CC_166) – 5-22 December, 2017 - October forecast file (current schedule) 41 days of total float ~1-15 November, 2017 - ALATUS Baseline 63 days of total float ~28 September – 12 October, 2017 ALATUS scenario #1 87 days of total float ~5 - 19 September, 2017 ALATUS scenario #2 104 days of total float 4.5 K Cold Box Schedule Recovery Directors’ Review, 16 November, 2016

Perspective In this review you will see; how we got here, important as part of our lessons learned, where we are today, How we will go forward from here, and the basis for the confidence we have in the plan going forward. 4.5 K Cold Box Schedule Recovery Directors’ Review, 16 November, 2016

Summary We have a challenging and critical part of the LCLS II project Technology – the largest 2K cryogens pant built Schedule – going as fast or faster than any similar project Early schedule challenges Finalizing designs Understanding how the collaboration does work Aggressive actions to understand and recover the lost schedule Present schedule show multiple scenarios to deliver the 1st cold box as needed for 1st light 4.5 K Cold Box Schedule Recovery Directors’ Review, 16 November, 2016
