Higher Education Landscape This time last year we were facing: an increase of 30,000 in student numbers in 2014–15 the removal of the cap on student numbers at publicly-funded higher education institutions in England by 2015–16 Monitoring of the quality of provision across the sector with the government reserving the right to re-impose number controls on institutions that expand at the expense of quality
