Monitoring, Evaluation and Reporting Swaziland

CSTL Indicators in EMIS What CSTL indicators have been integrated into EMIS? Number of OVC Number of OVC receiving support (financial) Availability of first AIDS kits Provision of meals to children including vulnerable School garden (although not asked whether used for feeding) Schools providing training in life skills Water availability by cleanliness Number of toilets by gender

CSTL Indicators in EMIS What CSTL indicators are to be integrated into EMIS? Screening by professionally trained personnel Provision of sanitary pads for girls Availability of Zondle kitchens Number of teaching periods dedicated to Life Skills (hrs) Availability of School Health clubs/Environmental clubs Availability of waste disposal systems Number of toilets (seats) by gender Availability of wash centres at toilets

CSTL Indicators in EMIS Challenges faced in integrating CSTL indicators into EMIS The structuring of instruments, i.e. standards and definition Structuring of indicators (standards in the instrument) Definitions of some indicators (Life Skills) Method of collecting data (Questionnaires vs. interview) Lack of budget to make necessary adjustments EMIS budgets not adequate (innovations assume budgets available) Rely on sub-sector’s commitment to process (budget, development, use) Contextual issues when colleting cross national data FPE and Vulnerability (mandate, who defines OVC) Feeding scheme (Vulnerable vs. all pupils)

CSTL Indicators in EMIS Challenges faced in integrating CSTL indicators into EMIS Coverage and extent of indicators, which to cover Choosing which indicator to collect and frequency of collection Integrating similar innovations Integration of similar/same indicators under different themes (sub-sectors) Some partners tend to want their own definitions and indicators is funding exercise IT support Re-designing of systems to incorporate changes Country costs (limited support) Demand on small EMIS units

CSTL Indicators in EMIS How can these challenges be overcome? Reinforcement of EMIS Budgets (sub-sector contribution to EMIS) All sub-sectors were instructed to budget for their M&E Innovations supporting the development of applications and systems Regional experts, centres of excellence (RSA/SD/ZAM) Explore Cross-cutting M&E EMIS systems (CSTL/HIV and AIDS/ SEN/ …) Reporting on qualitative contexts Capacity building in M&E reporting (country specifics)

Implementation of MER Framework Achievements Creation of multi-sector task team Partnerships with HMIS Mainstreaming of 3 innovations CSTL/ HIV and AIDS / UNICEF Sector budgets for M&E MTEF framework created demand for M&E Presentation of Reports in Parliament Provoked debate and interest SWAAGA, FLAS, SAVE

Implementation of MER Framework Challenges Administration related Lack of adequate personnel Resources Transport for data validation Communication IT development (GOS process) Capacity building Use of data by executive level (policy and decision making) Participation in M&E reporting
