2010 has been a busy year for Energy Efficiency in the US Significant Energy Efficiency related activities have occurred at many levels International level National level State level Private sector

Energy Efficiency Plays a Key Role in US International Programs On July 19th and 20th in Washington, D.C., ministers from 24 governments participated in the first-ever Clean Energy Ministerial, launching 11 initiatives to accelerate the global transition to clean energy. The Ministerial grew from the Major Economic Forum on Energy and Climate (MEF) Leaders’ decision in July 2009 to launch the Global Partnership to drive transformational low-carbon and climate –friendly technologies, as well as from dialogues among countries interested in accelerating clean energy technologies.

The Clean Energy Ministerial launched 11 new initiatives (1) Global Energy Efficiency Challenge Appliances: The Super-efficient Equipment and Appliance Deployment (SEAD) Initiative Buildings and Industry: The Global Superior Energy Performance (GSEP) Partnership Smart Grid: The International Smart Grid Action Network (ISGAN) Electric Vehicles: The Electric Vehicles Initiative (EVI) Capacity Building for Developing Country Policymakers: The Clean Energy Solutions Centers

The Clean Energy Ministerial launched 11 new initiatives (2) Clean Energy Supply Carbon Capture, Use and Storage: The Carbon Capture, Use, and Storage (CCUS) Action Group Solar and Wind: The Multilateral Solar and Wind Working Group Hydropower: The Sustainable Development of Hydropower Initiative Bioenergy: The Multilateral Bioenergy Working Group

The Clean Energy Ministerial launched 11 new initiatives (3) Clean Energy Access Off-grid Appliances: The Solar and LED Energy Access Program (SLED) Women in Energy: Led by U.S. Under Secretary of Energy Dr. Kristina Johnson, the Clean Energy Education and Empowerment (C-3E) Women’s Initiative

American Recovery and Reinvestment Act ($4.5 B) Jumpstarts Smart Grid Office of Electricity Delivery and Energy Reliability $ Millions Smart Grid Investment Grant Program; ≤3 years $3,400 Smart Grid Demonstrations; 3-5 years $615 Interoperability Framework Development by NIST $10 Resource Assessment and Interconnection-Level Transmission Analysis and Planning $80 State Electricity Regulators Assistance $50 Enhancing State Government Energy Assurance Capabilities and Planning for Smart Grid Resiliency $55 Workforce Development $100 7

Two way communication is a key smart grid attribute

Smart grid as a cost-benefit framework* *Pratt, et al. 2010. The Smart Grid: An Estimation of the Energy and CO2 Benefits. PNNL-19112. Prepared by the Pacific Northwest National Laboratory, Richland, Washington. (http://www.pnl.gov/main/publications/external/technical_reports/PNNL-19112.pdf)

Smart Grid Information Clearinghouse (Recovery Act Supported) To “make data from smart grid demonstration projects and other sources available to the public” Competitive award to Virginia Tech (Lead)/EnerNex/IEEE Team to establish Web-based public info clearinghouse Serving as a central repository for smart grid information, including all Recovery Act smart grid projects Sharing and dissemination of information on knowledge gained, lessons learned, and best practices Supporting decision making by both State/Federal Regulators Responded to high priority identified by NARUC/FERC Smart Grid Collaborative & Electricity Advisory Committee Clearinghouse User Group comprising key stakeholder groups assembled to guide collaborative development 1010

The Buildings Technology Program (BTP) within the Office of Energy Efficiency and Renewable Energy Better Buildings leads US Efficient Building Activities BetterBuildings encourages communities, state and local governments, private-sector companies, and non-profit organizations to work together on pioneering programs that deliver energy efficiency improvements across neighborhoods throughout the United States The BetterBuildings program combines the efforts of the U.S. Department of Energy (DOE) and 35 states, local governments, and organizations that received $486 million in American Recovery and Reinvestment Act funding to ramp-up energy efficiency building retrofits in their communities http://www.eere.energy.gov/betterbuildings/

US States are developing EE portfolio standards in addition to RPS DSIRE is a comprehensive source of information on state, local, utility and federal incentives and policies that promote renewable energy and energy efficiency (http://www.dsireusa.org/) California energy efficiency programs Green Building Incentive San Bernardino County - Green Building Incentive San Diego County - Green Building Program Santa Monica - Expedited Permitting for Green Buildings Local Rebate Program City of Long Beach - Residential Energy Efficiency and Solar Water Heating Rebate Program PACE Financing Local Option - Municipal Energy Districts Palm Desert - Energy Independence Program San Francisco - GreenFinanceSF Sonoma County - Energy Independence Program Performance-Based Incentive SMUD - Feed-in Tariff

Recent private sector activities promote RE/EE linkages General Electric’s team of technologists have come up with a plan to reduce our nation’s carbon footprint while saving the typical American homeowner over $850 a year on annual utility bills. According to MarketWatch, the Average American home racks up a utility bill of $1,240 each year. GE’s plan would slash that by reducing energy usage in new and existing homes by 70 percent or more. GE will link rooftop solar energy systems, energy-efficient appliances and energy-efficient lighting systems to the Nucleus Home Energy Manager GE will test its new energy efficiency offering at several houses in cities throughout the western United States Department of Energy (DOE), which will chip in $5 million. The test is part of the DOE’s Building Industry Research Alliance http://www.getsolar.com 8/24/2010
