Safety Plan Federal Register /Vol. 75, No. 191 /Monday, October 4, 2010 /Notices “ The comprehensiveness of safety plans for the occupational skills training worksite, including the training of staff and participants in OSHA guidelines;”

Objectives Learn how to incorporate OSHA safe work practices for youth and construction work, for compliance and risk management. Review sample safety plans Design a Program safety plan that will continue beyond the OSHA training Partner with local OSHA provider to deliver the OSHA 10 at a reduced rate or no cost to program. Select/elect participant safety officers for the construction site Use existing curriculum NCCER, PACT, MC3 as a supplement to safety plan

Safety Requirements in the 2014 SGA “The applicant must also describe the use of worksite safety training as outlined by the Occupational Safety and Health Administration (OSHA) to ensure youth safety and responsibility on the worksite.”

Requirements in YouthBuild Final Rule “Based upon the concerns raised by these commenters and others, the NPRM required that YouthBuild grantees not only comply with Federal and State health and safety standards, including the hazardous orders in the WHD child labor regulations, but also that they: provide comprehensive safety training for youth working on YouthBuild construction projects; have written, jobsite specific ,safety plans overseen by an on-site supervisor with authority to enforce safety procedures as part of the grant application; provide necessary personal protective equipment to youth working on YouthBuild projects; and submit injury incident reports to ETA.”

Requirements in YouthBuild Final Rule “….makes it imperative that YouthBuild participants receive NIOSH and OSHA training before admittance to the work site.”

OSHA requirements by YouthBuild Transfer Act “…..Therefore, it is appropriate for participants also to follow the safety standards of a YouthBuild housing partner, as the commenter suggested, as long as the standards compliment Federal, State, and local safety standards and provide at least the same level of safety as the required Federal, State and local standards.”
