Official Development Assistance (ODA) Official Development Assistance Policy and a Framework for Humanitarian Assistance – 2014-2020. Launched in 2014. Policy governed by 3 main motivations: Safeguarding peace, human rights, democracy and the rule of law Eradication of poverty and towards a sustainable development agenda Shared prosperity and mutual responsibility and equal distribution of resources.

Method of Delivery Although Malta is a small donor with limited human and financial resources, the impact of the projects it is currently supporting, are of a very high standard. For maximum aid effectiveness and efficiency, Malta channels its ODA through various actors, including Non-Governmental Development Organisations (NGDOs).

Areas of Focus: Democratisation and Good Governance Migration and Asylum Education, Training and Human Capacity Development Health Gender Equality Vulnerable Groups Climate Changes Water Information and Communication Technologies and Research Trade and Investment

Transforming our world: the 2030 Agenda for Sustainable Development 17 Global Goals divided into 169 targets. Ending poverty and hunger, improving health and education, making cities more sustainable, combating climate change, and protecting oceans and forests. The SDGs were incorporated in the ODA application as from the 2015 ODA Call for Proposals.

ODA Call for Proposals 2018 The 2018 ODA Call for Proposals will be issued through the new portal by MCVS: vofunding.org.mt The application will be issued in December 2017 – it will remain open until the third week of January 2018. Announcement will be made via local newspapers and the MFA website.

Case Studies

Rain Harvesting - Uganda 2009 - Masaka District of Namagoma Objective: implement a rainwater harvesting (RWH) project as an entry point to community development.   2011 – Njeru and Luwala Objective: set up rain water harvesting systems and refurbish classrooms (over 800 children attend these schools) Deliverables: Each school supplied with 5000 litre water tanks Two teachers' quarters supplied with 2000 litre water tanks A well with a capacity of approximately 30 to 40 thousand litres installed at Njeru Primary School Redecorating of Njeru Primary School Local workers were engaged to install the RWH systems and to work on redecorating

Water Supply System Expansion in Ethiopia 2011 Objective: to provide safe water and promote safe hygiene and sanitation practices in the identified Ethiopian villages. Deliverables: The expansion of a water supply system to ensure that local residents, and particularly children, can focus on getting an education and be kept out of harm’s way.

Child Care Centres - Morocco 2016 Location: Casablanca Objective: to refurbish 3 child care centres to take care of 35 children Deliverables: The centres consisted of a kitchen, playroom and a bedroom. They also had new kitchen units, appliances, beds for the children and education games for the playroom.

Shepherd’s Field Hospital – Bethlehem 2014 Location: Palestine Objective: to provide affordable and safe health services to the community in the Bethlehem Governorate with a focus on primary heath care and child/mother welfare. Deliverables: equipped the delivery ward with needed vacuum suction unit and electrosurgical unit for the delivery and operation rooms
