Status of the Nuclear Power Programme The Inter ministerial committee established to study the nuclear power option in Nigeria is made up of the following staheholders: The Honourable Minister of Science and Technology representing Federal Government of Nigeria. The Nigerian Nuclear Regulatory Authority (NNRA) which is the national regulator and licensing authority; established by Act 19 of 1995, became operational in 2001. Empowered to develop and enforce all regulations that would govern the operations of the nuclear power industry; The DG/CEO of Nigeria Atomic Energy Commission. The Commission has the institutional mandate for the development and application of nuclear energy in Nigeria. The Energy Commission of Nigeria (ECN) responsible for energy policy and planning; Others are the National Electricity Regulatory Commission (NERC) , National Environmental Standards Regulations and Enforcement Agency (NESREA) and lastly the National Emergency Management Agency (NEMA). All these aforementioned agencies have roles to play in the NNPP. Harmonization of the input of the many relevant stakeholder institutions is coordinated through the Nuclear Energy Programme Implementation Committee (NEPIC). This Programme was also implemented with the requisite of international endorsement, particularly the support of the IAEA and other partners, ensuring safety and security. STATUS OF COMPLETION OF THE TASKS AND WHEN THE WORK SHOULD BE FINISHED Nigeria has since 2009 entered into series of agreements with Russia for development of four nuclear power plants estimated to cost $20billion with the first expected to come on stream in 2025. Two (2) preferred sites have been identified at Geregu (Kogi State) and Ittu (Akwa-Ibom State). Further site characterization and detailed evaluations are on-going.  The Russian company Rosatom behind the project has assured of possible Russian funding sources. Upon completion in 2035, the four plants should produce 4800MWe for the country. WS3 | T1 | Core Material | NRC and PNRA

Status of the Regulatory Infrastructure Development (1) Position of the Regulatory Body in the governmental structure. The Nigeria Nuclear Regulatory Authority (NNRA) was established following the enactment of the Nuclear Safety and Radiation Protection Act of 1995 and began operations in 2001. It was established as the only national regulator and licensing authority saddled with the responsibility of developing and enforcing all regulations that would govern the operations of the nuclear industry. The NNRA reports to the Ministry of Petroleum Resources. This differs from NAEC that reports to the Presidency describe the functions and authority of the regulatory body as contained in the national nuclear law Subject to the act, the Authority shall be charged the responsibility for nuclear safety and radiological protection regulation in Nigeria and without prejudice to the generality of the foregoing, shall. Regulate the possession and application of radioactive substances and devices emitting ionizing radiation Regulate the safe promotion of nuclear research and development and the application of nuclear energy for peaceful purposes. Perform all necessary functions to enable Nigeria meet its national and international safeguards and safety obligations in the application of nuclear energy and ionizing radiation. indicate the status of completion of the nuclear law The NNRA has reviewed the NS&RP Act 19, 1995 culminating in the production of the Nuclear Safety, Security and Safeguards Bill (NSSS Bill). The Bill was in the process of being passed into law by the National Assembly in 2009 but did not get the concurrence of the Senate. - The Bill is currently undergoing review In-house to improve its comprehensiveness with regards to nuclear Safety, Security and Safeguards WS3 | T1 | Core Material | NRC and PNRA

Status of Regulatory Infrastructure Development (2) Training being given to the professional staff related to nuclear power plants Training of personnel, developing human capacity and manpower is one of NAEC’s core mandates and a principal component of the three-phase technical framework. At present, NAEC is developing training programmes necessary for the successful and sustainable implementation of the national nuclear programme. A three-month bridging training programme in nuclear science and engineering for forty (40) graduates of engineering and physical sciences has been designed and successfully implemented between November 15, 2009 and February 27, 2010. NAEC aims to train 2000 nuclear professionals including scientists, engineers, technicians, technologists, as well as postgraduate nuclear scientists and engineers in the next 8 – 10 years. Human Resources Principal sources of nuclear education in Nigeria A number of relevant infrastructural and research facilities are being built in the respective nuclear energy centres across the country to enhance our national capacity for manpower training. These include: -A 30kw Miniature Neutron Source Reactor (MNSR) became critical in September 2004 at the Centre for Energy Research and Training, (CERT), Ahmadu Bello University, Zaria (MSc Radiation Biophysics) -A 1.7MeV Tandem Accelerator was commissioned and became operational at the Centre for Energy Research and Development, (CERD), Obafemi Awolowo University, Ile-Ife in September 2008. -A 340kCi Co-60 Gamma Irradiation Facility (GIF) was commissioned at Nuclear Technology Centre (NTC), Sheda-Abuja, in July 2006. -Centre for Nuclear Energy Studies at the University of Port Harcourt, Port Harcourt , Rivers-State Centre for Nuclear Energy Research and Training at the University of Maiduguri, Maiduguri , Borno-State was established in 2009 -The Centre for Nuclear Energy Studies and Training (CNEST) was also established at the Federal University of Technology, Owerri, Imo-State in 2011. Univeristy of Ibadan/ National Institute of Radiation Protection and Research (PGD&MSc Radiation Protection) Note , the consortium of the University of Maiduguri and University of Portharcourt offer MSc in Nuclear Engineering , they had both graduated the first set in their different institutions.
