Early Warning Information Sharing Network Humanitarian Communication – one of the 15 Sectors of MCOF - People on the move often know best what the problems are. This sector ensures there is a two-way exchange of information between humanitarian responders and affected populations. Early Warning Information Sharing Network The overall objective of IOM initiative is to contribute to the ongoing efforts of the Governments of Greece, The Former Yugoslav Republic of Macedonia, Serbia, Croatia, as well as Albania, Kosovo*, Montenegro, Bosnia and Herzegovina, and Hungary, in addressing the emergency situation through the establishment of an Information Sharing Network that ensures the provision of key information on the nature and scale of flows, while ensuring a strong focus on the specific needs of migrants.

Early Warning Information Sharing Network Response Structure: Coordination Meeting among Project Management staff, to ensure coordination and sharing of best practices. Operational staff members engaged in data collection and coordination of activities. Project Management staff engaged in the process of ensuring coordination, consolidation, analysis and dissemination of the data collected, through the IOM Missions and to select relevant Stakeholders. Continuous coordination with national stakeholders in data collection and dissemination. Early Warning Information Sharing Network Progress – Sharing of Data: Internally between missions (hourly, development based, daily, weekly) Externally Different stakeholders in different countries – depending on interest (number, frequency varies, some daily some upon request) National institutions (Police/Border Police mainly) Embassies; EU Delegation UN Agencies NGOs (service providers) Media Albania -EU Delegation. USAID, Ministry of Internal Affairs, Directorate for Border and Migration, Embassies and UN. Serbia - Weekly reports are being sent to MoI/Border police (department for risk assessment). Croatia - Ministry of the Interior, i.e. the people in charge of camp management and operation. Montenegro – MoI, Border Police and UNHCR Greece – 69 Recipients, mainly Embassies, NGOs and other relevant stakeholders at the northern border - media IOM Skopje – MoI Border Affairs, NGOs, EU Delegation, Embassies Kosovo* - 10 different representatives of different units within the MoI Bosnia and Herzegovina

Early Warning Information Sharing Network Challenges – lessons learned: Recruitment and appointment of field staff – different start date; contracting procedures; change of staff; Limitations on access to information (access to locations, delay in receiving data); Not all data details can be collected – due to field arrangements; Different time collection cycles (24 hours - 06.00-06.00; 08:00- 08:00; 00:00-00.00); Inconsistencies with data provided by other actors; Difficulty to unify joint external report with all details we collect; Ownership by National Institutions.
