(1905-1995) * Arkansas Senator *Chairman of Foreign Affairs Co. *Committed to mutual understanding among nations *In 1946, his Fulbright Scholarship Program legislation passed in Congress unanimously. * Arkansas Senator served Congress for thirty years. *Longest serving chairman of Foreign Affairs Co. "The Fulbright Program aims to bring a little more knowledge, a little more reason, and a little more compassion into world affairs, and thereby to increase the chance that nations will learn at last to live in peace and friendship." – J. What is a Fulbright? *International educational exchange program sponsored by U.S. government. *Participants are chosen for their academic merit and leadership potential. *Provides opportunities to study, teach, and conduct research, exchange ideas. *Designed to increase mutual understanding. International educational exchange is the most significant current project designed to continue the process of humanizing mankind to the point, we would hope, that nations could learn to live in peace.” *Designed to increase mutual understanding. *Participants are chosen for their academic merit and leadership potential. *Provides opportunities to study, teach, and conduct research, exchange ideasand contribute to finding solutions to shared international concerns.

Where do the funds come from? *The Fulbright is sponsored by the the U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA). *The Congressional appropriation for the Fulbright Program in 2010 was $253.8 million. *Foreign governments contributed approximately 68.5 million. Foreign governments, through binational commissions or foundations abroad, contributed approximately $68.5 million directly to the Program in 2009.

How many Fulbrighters are there? *Approximately 300,000 “Fulbrighters” *114,000 from the United States *186,000 from other countries *The Fulbright Program awards about 8,000 new grants annually. *Fulbright Program operates in over 155 countries worldwide.

What are the Fulbright Hays Programs? *Administered by the U.S. Department of Education *Goal of internationalizing U.S. educational infrastructure *Strengthen area and foreign language expertise of U.S. educators *Provide opportunities for study and research The Fulbright-Hays programs, administered by the U.S. Department of Education (ED), are distinct from the Fulbright programs administered by the U.S. Department of State. While both sets of programs serve international education and national security interests, their specific goals and program emphases differ. State Department programs focus on exchange for mutual understanding by bringing overseas scholars and professionals to the United States and by sending U.S. citizens (often with no prior international experience) abroad In contrast, the Fulbright-Hays programs at the U.S. Department of Education serve a domestic agenda. Authorized under Section 102(b)(6) of the Fulbright-Hays Act, they support the internationalization of the nation's educational infrastructure by strengthening area and foreign language expertise among current and prospective U.S. educators. They do this in two ways: by providing critical, advanced overseas study and research opportunities for area and language experts and faculty-in-training; and by offering experiences and resources enabling educators to strengthen their international teaching. The Group Projects Abroad (GPA) and Seminars Abroad (SA) programs provide in-depth, overseas study experiences to current and prospective educators who are becoming specialists in foreign languages and cultures. Both programs help to expand and strengthen international teaching across the American educational spectrum.

Fulbright Hays Seminars Abroad Program *160 educators in the humanities, social sciences and languages travel abroad for 4-6 weeks seminars. *Form vital cross-cultural partnerships while engaging in curriculum development projects. *Eligible participants: K-12 teachers *Grant covers airfare, room and board, tuition and fees, and travel in the destination country. Seminars Abroad enables approximately 160 educators in the humanities, social sciences and languages to experience non-West European countries and form vital cross-cultural partnerships while engaging in curriculum development projects. Eligible participants include not only elementary and secondary (K-12) teachers, but also postsecondary faculty and administrators from two- and four-year colleges, librarians, museum educators, and media or resource specialists. Airfare, room and board, tuition and fees, and travel in the destination country are provided. Unlike the other Fulbright-Hays programs, eligible Seminars applicants submit applications directly to the U.S. Department of Education.

Fulbright Hays Group Project *Grants to support overseas group projects *Training, research and curriculum development in modern foreign languages and area studies for teachers, students, and faculty engaged in a common endeavor.

Fulbright Hays Group Project Abroad Program Details: *Projects cannot be about Canada or Western Europe. *Three major project types: 1) Short term Seminars 2) Curriculum Development 3) Group Research or Study Projects Integration of international studies into curriculum throughout U.S. school systems at all levels; Increase linguistic and/or cultural competency among U.S. students and educators; and/or Focus on a particular aspect of area study, such as the culture or portion of the culture in host country. Project Features:

Japan-U.S. Teacher Exchange Program for Education for Sustainable Development *Fully funded program for 48 U.S. teachers. *Learn about Education for Sustainable Development (ESD) efforts. *Develop ESD curricula. *K-12 teachers travel in June-July.

Trip Specifics *Orientation to Japanese culture and education. *Workshops and presentations with experts in ESD *Visits to cultural sites *Home stay with Japanese family *Visits to ESD focused schools

Rationale This program reinforces an engaging and meaningful globally based experience within the classroom to facilitate students’ examination of the world and their role within it in a manner that allows them to experience first-hand the people, places, and events from various countries through a unique in-class interaction with a visiting Fulbright Student/Scholar. 19

The Goal To provide authentic international experiences for, and increase global awareness among, middle school and high school students in Chicago; To help students apply what they learn in order to become engaged citizens and actors in an ever-changing world; To take advantage of the international resources that exist without leaving the city of Chicago. 20
