Redistricting Process Boundary maps were formulated using the “Redistricting Guidelines” which were School Board approved in March of 2015. When considering the loading of the buildings and determining boundary lines the following factors were considered: Class size reduction guidelines Dual Language students Density of students Projected enrollment Building configuration and available space Current and projected class sizes at all grade levels Current PREK enrollment and available capacity Consultation/guidance from consultant regarding “best practices” when developing boundary lines.

Redistricting Process The initial boundary scenarios were developed by Tyler Technologies using the data provided to them by HCPS. The data is taken from our student data base (Powerschool) and uploaded to the Versatrans Redistricting software. This data is then used to develop the scenario. Tyler Technologies uses their “best practices” to develop the scenario based upon the data provided. The scenario is then evaluated by the school division and presented to the committee. Each subsequent boundary scenario follows the same process. The Redistricting Committee was presented each boundary scenario. The boundary scenarios were evaluated by the committee. Each scenario was then altered based upon input from the committee. The input then was used to create a different scenario. Each boundary scenario is built from the previous scenario. The process is then repeated until a final boundary scenario is agreed upon. This boundary scenario was then presented to the School Board. A boundary checklist was developed examining all boundary scenarios. The checklist examined building capacity, overall enrollment, natural boundaries and transportation. Boundaries were then adjusted by the committee and the division to meet the redistricting guidelines.

Boundary Maps Overview Highlights of Boundary Lines: The BES boundary encompasses the most western portion of the city and runs the length of the city. It is bordered by the SSES, KES and WES boundaries. The SSES boundary encompasses the majority of the most eastern portion of the city and terminates at East Market Street. It is bordered by the BES, KES, SES and SMES boundaries. The KES boundary encompasses the middle of the City and is bordered by the BES boundary, the SSES boundary, the WES boundary and the SES boundary. The WES boundary is located in the northern portion of the City and is bordered by the BES boundary, the KES boundary, the SES boundary and the SMES boundary. The SES boundary is the smallest boundary within the division with the highest density of students. It is bordered by the KES boundary, the SSES boundary , the WES boundary and the SMES boundary. The SMES boundary is located in the north east portion of the city. It is bordered by the SSES, SES and WES boundaries.

Boundary Maps Overview Highlights of Boundary Lines: The Keister, Waterman and Bluestone Elementary School boundaries are contained within the Thomas Harrison Middle School Boundary. Therefore Keister, Waterman and Bluestone Elementary school students will attend Thomas Harrison Middle School. The Stone Spring, Spotswood and Smithland Elementary School boundaries are contained within the Skyline Middle School Boundary. Therefore Stone Spring, Spotswood and Smithland Elementary school students will attend Skyline Middle School.

Changes to Scenario 6 ES Boundaries Boundary moved from Paul Street to Martin Luther King Way.

Changes to Scenario 6 ES Boundaries Boundary moved from Paul Street to Martin Luther King Way. Martin Luther King Way now becomes the boundary between KES and SES. +/- 19 students

Changes to Scenario 6 ES Boundaries Boundary moved from East Wolfe Street to East Market Street.

Changes to Scenario 6 ES Boundaries East Market Street now becomes the boundary between WES and KES. +/- 27 students

Changes to Scenario 6 ES Boundaries Boundary moved from Sharpes Avenue/South Avenue area to west of Hillandale Avenue. Boundary moved from the Laurel Street area to east of Pleasant Hill Road.

Changes to Scenario 6 MS Boundaries MLK Way now becomes the boundary between THMS and SKMS +/- 7 students

Estimated Enrollment : Scenario 7 DL impact SES enrollment history Current practice of the Superintendent of Schools addressing unique situations and circumstances All schools will open below effective capacity HCPS will monitor enrollment trends and adjust accordingly Assuming that all DL students will continue in their current DL program with the exception of KES. Those DL students will be attending BES.  *Projected Capacity Notes: Includes students as of 9/7/16, excludes special needs and out of district students. Some regional programs will be placed at KES Number of homerooms include current mobile units. Dual Language cycle will decrease enrollment at BES and SMES and increase enrollment at KES in approx. 4 years.
