Easy rider: Improving motorcycle safety on London’s roads The committee’s report was published March 2016. The investigation included: Evidence from TfL, Boroughs, road safety organisations, emergency services, industry and motorcyclist representatives. A survey of over 1,200 motorcyclists about safety issues. Scrutinising the delivery of the Motorcycle Safety Action Plan. We made recommendations for TfL and the new Mayor. These are currently being followed up by the committee.

Motorcyclist casualties Motorcyclists are a vulnerable road user, experiencing a disproportionate level of casualties, considering their modal share on London’s roads.

Perceptions of safety “Streets are too congested, leading to frustrated drivers not showing due consideration for motorcyclists.” Motorcyclist survey respondent In our survey, only half of motorcyclists say they feel safe riding on London’s roads, with over a third saying they feel unsafe. Access to bus lanes (2) “Some bus lanes are allowed and others aren’t. I spend more time looking for the signs than watching the road. It should be allowed at all times.” Motorcyclist survey respondent In our survey, under half of motorcyclists said it is clear which bus lanes they can ride in. Over 40% said it is unclear. Training and education BikeSafe instructors and participants, November 2016 The BikeSafe workshops funded by TfL are effective, with 93% of participants saying it changed their behaviour. Participants are disproportionately older. More needs to be done to reach young riders, who may be dissuaded by the cost or perceptions of the police. TfL should set a target for increasing youth participation and improve outreach work. “The BikeSafe course was fantastic but it’s not that cheap. Most people are on scooters or motorbikes to save money.” Motorcyclist survey respondent “I think you need to promote that BikeSafe is not police officers telling you off or lecturing you, it is police officers giving you good tips that… enable you to ride safer.” Motorcyclist survey respondent

Transport for London priorities TfL’s Motorcycle Safety Action Plan was due for full implementation in 2016. It should now be replaced or updated, with new priorities and performance measures. TfL should identify a dedicated motorcycle safety budget, as it does for cycling. This would help to monitor delivery of safety programmes. Motorcycles do not feature in the recent TfL Business Plan.
