Leaving Prison: Parole Group #2 Angel, Bria, Mike, Shakira, and Yashaira

Parole Board A panel of individuals who decide if an offender should be released from prison on parole. The Board also dictates what specific rules parolees must obey. The majority of the board have the final release decisions. The Board is a duly constituted body of men and women.

Is there a legal right to Parole? Swarthout V. Cooke and Cate V. Clay No absolute or legal right to receive parole. The courts do not have the right to step in and conclude the boards (governors) decisions.

Parole Effectiveness

Supervision on the outside Parolees are supervised and monitored. Parolees must stay out of trouble Must stay drug and alcohol free Be employed Attend counseling May be given random drug test.

The Problem with Reentry Being Separated from family and friends takes a steep toll. Psychological and Economic problems Undereducated Unemployed Substance-abusing Lower-socioeconomic-status Not sharing in conventional society Associating with dangerous people Adapting to a volatile lifestyle

Why do People fail on Parole? Inmates may be discouraged from seeking involvement in rehabilitation programs. The lack of incentive (involvement in programs) Have not received adequate treatment Are unprepared for life in conventional society About 200,000 released inmates go unsupervised each year

Personal Problems Drug abuse Criminal behavior Antisocial Suffered from lifetime of substance abuse Dependence disorder Harbor aggressive feelings

Economic Problems Serving time reduces hourly wages for men by about 11% Annual employment by 9 weeks and annual earnings by 40% Most inmates leave prison with no savings Inmates have no entitlement to unemployment benefits
