2013 NATIONAL VESSEL EXAMINER / PROGRAM VISITOR Module 1 WORKSHOP INTRODUCTION Module 1 Help us make this a safe boating year. Become the best educator on boating safety that you can. We can do it one boater at a time. Prepared by the NATIONAL DIRECTORATE OF VESSEL EXAMINATION AND RECREATIONAL BOATING SAFETY PROGRAM VISITATION 1

Workshop Objectives To update Vessel Examiners and Program Visitors, and provide them with practical and relevant knowledge to assist them in spreading the RBS message. To review current and new requirements to perform their missions. To review the latest technology available to the recreational boating public. Check out the V-Department web site for up dates before you go out to do VSC in your area. 2

National RBS Program Mission Statement To minimize loss of life, personal injury, property damage, and the environmental impact associated with the use of recreational boats through preventative means to maximize the safe use and enjoyment of United States waterways by the public. We want to train the boating public on all the safety rules they need to know in order to be able to operate a boat safely on the water ways. 3

National V-Directorate The V-Directorate is part of the Coast Guard Auxiliary’s Recreational Boating Safety (RBS) Directorate. This Directorate coordinates and oversees the Auxiliary mission in support of the Coast Guard Office of Boating Safety Division with the development and implementation of various RBS programs. 4

V-Directorate Key Missions The V-Directorate has responsibility for two key mission programs: Vessel Examination Recreational Boating Safety Visitation Program Set up VSC weekends with all organization's in your area and get your local newspaper and TV stations to help you get the word out. 5

V-Directorate Key Missions Additional responsibilities include liaisons with non-profit, commercial, and governmental organizations that deal with boating safety issues. Set up VSC weekends with all organization's in your area and get your local newspaper and TV stations to help you get the word out. 6

2 Programs 1 Goal VESSEL EXAMINATIONS PROGRAM VISITATIONS SAVE LIVES AND EDUCATE BOATERS !!! Although the two programs deal with different audiences, their goal is synonymous: To deliver the RBS message to the greater recreational boating community through personal interaction. We can do this anywhere or anytime we are meeting new friends. 7

The RBS Message The message includes: The value and maintenance of recreational vessels and their boating safety equipment. Safe boating techniques - the right behavior. 8

The RBS Message The message includes: The promotion of additional boating safety education: that knowledge is the key to a safer boating experience. Marine Domain Awareness - America’s Waterway Watch Program. 9

The RBS Message The message includes: Use of personal life jackets. Dangers of CO poisoning. Cold water safety issues (cold water immersion). 10

The RBS Message The message includes: On the water environmental issues. The adverse affects of alcohol and drugs (legal and illegal) on the recreational boater. Boating Responsibly! 11

Visualizing The Future As the V-Directorate looks to the future, its primary thrust is to instill in the minds of our Vessel Examiners and Program Visitors that they are: We are Educators. Our front line in the mission to promote Boating Safety. Recruiters for the Auxiliary.

Visualizing The Future Each and every person encountered is an opportunity to educate that person with the knowledge that one day may save lives. Always have New Member information with you to help recruit new members. 13

Visualizing The Future As Vessel Examiners and Program Visitors we must: Continue to support repeat business while placing a strong emphasis on reaching new customers.

Visualizing The Future As Vessel Examiners and Program Visitors we must: Take that extra step to explain the value of safe boating during Vessel Safety Checks and Program Visits.

Visualizing The Future As Vessel Examiners and Program Visitors we must: Work together as a cohesive group in an effort to make a difference and help save lives.
