Overview of cities in Viet Nam Land Area: 331,212 km2 Population: ~93 millions (2016) 63 provinces (787 cities: 6 classes) Urbanisation rate: 35.7% (2015) Expanded spatially at 2.8% per year Cities contribute ~ 60% GDP Challenges: poor infrastructures, security, pollution, water, energy, etc. Ministry of Construction (MOC) is responsible for city development 2009: Master Plan of national city development to 2025 and vision to 2050. MOC is building Strategy for the development of cities in Viet Nam KOICA and MOC are running a Korea’s ODA project “Planning of green cities in Viet Nam”

Smart city trend in Viet Nam Early 2010s: e-city, smart city concept appeared in some big cities including: Ha Noi, Ho Chi Minh, Da Nang, Hue Since late 2015, “smart city” has become hot topic, especially at local governments ranging from big to medium cities/provinces Viet Nam has been focusing on building e-government for recent years. Therefore, local governments’ approach to smart city concept is quite affected by e-government mindset. Telcos play a very active role by proposing smart city solutions to local governments. Up to now, nearly 20 cities/provinces has signed MoU with telcos to help build smart city projects, but still in the preparation phase. MIC is in charge of making guidelines for local governments in developing smart cities. Other stakeholders have involved: Ministry of Science and Technology (MOST),Viet Nam Father Front, FPT, VAIP, etc.

Smart city policies There is no definition of smart city in Viet Nam. Normally, smart city has been viewed as utilizing ICT to optimize existing cities’ infrastructures in order to solve cities’ challenges and improve government’s services providing for citizens. Resolution No 5 (Nov 2016) of Central Committee of the Communist Party: “Prioritize to develop some smart cities” PM’s Decision No 1819 (Oct 2015) set target to 2020: Implementation of at least 03 smart cities under MIC’s guidance MIC is in charge of making criteria to evaluate and recognize smart cities Dec 2016, PM’s notice: MIC shall collaborate with MOC to work out criteria to evaluate and recognize smart cities; making sure the efficient and effective investment of smart cities projects Government’s Decree No17 (Feb 2017): MIC is in charge of guiding local governments in developing ICT applications and smart cities

Typical cases Ho Chi Minh city (~ 10 M people) set up a Management Board of the project “Building Ho Chi Minh smart city” in Sep 2016, focusing on smartness of transportation, urban planning, education, health, etc. The proposal is still under preparation. Ha Noi (~ 8 M people) smart city’s vision consists of 6 smart dimensions: economy, life, government, environment, mobility, citizen. Smart government is at the center of 6 dimensions. In Nov 2016, Chairman of ICT application Management Board said, Ha Noi will be ready to become a smart city in 2020. Other cities (< 1 M people): Local governments signed MoU with telcos to provide ICT infrastructures and services for building smart city projects. Depending on specific cases, priorities for smart city’s applications vary, namely education, health, tourism, security, etc.

Future study MIC and MOST are considering for the approval of a research project on smart city’s indicators in Viet Nam. MIC is looking for international best practices on: Key performance indicators for smart city Smart city assessment/benchmark model Policies for developing healthy smart cities in local governments ITU-T’s KPI for smart sustainable city (methodology, guidelines) Others
