History of Virtual Addressing System Establishing Geographic Location Physical Addressing Points from GRIC GIS to MapCom using latitude/longitude coordinates. seven telephone exchanges - (215)-10000, (315)-40000, (562)-20000, (550)-60000…etc. A physical address point is assigned the next sequential 5-digit number available for the exchange. Physical Addressing Points from GRIC GIS are imported into MapCom using latitude/longitude coordinates. There are seven exchanges that have a specific range of numbers to assign from; 215-10000, 315-40000, 562-20000, 550-60000…etc. A physical address point is then assigned the next sequential 5-digit number available for the exchange.

Master Street Address Guide (MSAG) Is the official record of valid streets, thoroughfares, house numbers and communities within the jurisdiction. Associates the proper Police/Fire/Medical responders to specific addresses. Acts as the first point of quality control for 911 database content. Provides proper routing of 911 calls placed from each address to the appropriate PSAP. The MSAG is a listing of all the road names and address ranges within a given area.

Issues with being compatible with NG 9-1-1 GRIC MSAG at Gila River Telecommunication Inc. (GRTI) Records are transmitted daily using a Service Order, this is required to have a 5 digit E911 number assigned, and a physical address is verified with GIS GRTI sets up service to the home and GPS’s in a point for the 5 digit number. The customers phone number, name and five digit “E-911” ID are exported to the Public Safety Answering Point (PSAP) from the 911 database. A 5 digit number is still being used although the physical address is now being attached to the 5 digit number.

Issues with being compatible with NG 9-1-1 Address Ranges Combine Road segments Break Road segments Address ranges added Ran the Address Locator MSAG Spread Sheet GIS put the road segments in the MSAG Spread Sheet Ran a verification on the Spread Sheet GIS turned the Spread Sheet over to PSAP Combine road segments – reason the road centerlines were broken in odd places example at village boundaries we had to combine all road center lines and the break the where NENA required it. Address Locater told us where an address was not accounted for in the road address ranges. We made it to 100% accuracies Spreadsheet comparison is to check for issues with data

NextGen 9-1-1 Demands on GIS GIS map data and accurate location information is a core component for NG9-1-1. A quality GIS map data set is essential for: Identifying locations of 9-1-1 callers Routing calls based on geography to the proper responding PSAP Generating routes to emergency situations

GIS Needs to understand 9-1-1 Public safety functions Terminology such as rebidding  Accuracy Spatial Attribute Attribute standards Postal (NENA Standards)  Time issue – urgency  Need to understand “call affecting”  Not OK to wait – done yesterday

9-1-1 Needs to Understand GIS Understand the functions GIS is more than “map” Each function has different GIS requirements Understand what you are asking for Understand base terminology Understand function they are discussing – such as AVL General GIS functions are not life and death

Data Quality Control Inconsistencies within the MSAG Affects the how the calls are routed Quality Control assures the 9-1-1 all properly located Inconsistencies within the MSAG could translate into issues with the ALI data, how the call is routed, and could prevent a call from being properly located on the map.

Data Quality Control Methods What happens with the E911 Number with the new MSAG? The E911 # does not go away It will be used to verify address points CAD Accuracy Monthly locations checks Callers using improper addresses Call takers entering incorrect locations
