NVTC: Northern Virginia Transportation Commission Transform 66 Multimodal Project NVTC: Northern Virginia Transportation Commission NVTC Jurisdictions: Loudoun County Arlington County Fairfax County City of Alexandria City of Fairfax City of Falls Church All of NVTC’s jurisdictions are members of the Washington Metropolitan Area Transit Zone established by the WMATA Compact. Patricia NVTC is governed by a board of 20 commissioners: 4 members of the Virginia House of Delegates 2 members of the Virginia Senate 13 local elected officials Effective July 1, Loudoun will have an additional NVTC member to reflect 2016 General Assembly action. 1 designee of the Chairman of the Commonwealth Transportation Board (CTB) There are currently 5 alternates. 1 Loudoun County 3 Arlington County 5 Fairfax County 1 City of Alexandria 1 City of Fairfax 1 City of Falls Church 6 General Assembly 1 CTB Designee

The Transform 66 Inside the Beltway Project Transform 66 Multimodal Project The Transform 66 Inside the Beltway Project Objective: To move more people more efficiently and reliably through the Interstate 66 corridor inside the Beltway. Patricia Transform 66 is a joint effort of the Virginia Department of Transportation and NVTC. The goals is to give users a shorter, more predictable commutes by 2017, the Transform 66 Inside the Beltway program will: Remove the current ban on single-occupancy vehicles during restricted periods Charge a demand and distance-based toll Relieve congestion before and after HOV periods by allowing single-occupancy vehicles access and lengthening restricted periods Eastbound 5:30 to 9:30 a.m. Westbound 3:00 to 7:00 p.m. Help reduce HOV violators by requiring all vehicles to have an E-ZPass or E-ZPass Flex transponder during the restricted periods Allocate toll revenue to fund additional and improved travel choices through NVTC’s Multimodal Program

Eligible Component Types Transform 66 Multimodal Project Eligible Applicants Eligible Component Types LOUDOUN COUNTY FAIRFAX PRINCE WILLIAM ARLINGTON CITY OF ALEXANDRIA MANASSAS PARK MANASSAS FALLS CHURCH New or enhanced local and commuter bus service, including capital and operating expenses Vanpool, and formal and informal carpooling programs and assistance Capital improvements for Washington Metropolitan Area Transit Authority rail and bus service, including capital and operating expenses Park and ride lot(s) and access or improved access thereto Roadway improvements to address impacts from the dynamic tolling of the Facility on roadways in the Corridor Roadway operational improvements in the Corridor Transportation Systems Management and Operations as defined in 23 U.S.C.§101(a)(30). Projects identified in previous studies (VDOT’s June 2012/August 2013 Reports on I-66 Inside the Beltway, DRPT’s 2009 Transportation Demand Management/Transit Report) Dan Virginia Planning District 8 jurisdictions Agencies providing public transportation within those jurisdictions

Applications for $10 M Initial Multimodal Project 19 applications from: Arlington County City of Alexandria Fairfax County City of Falls Church Loudoun County Potomac and Rappahannock Transportation Commission $42.7 million in requests 13 components ready by toll day one Dan Implemented jointly by VDOT and NVTC VDOT will: Manage the design, construction, maintenance, operations of I-66 tolls, and potential future widening Northern Virginia Transportation Commission (NVTC) will: Plan and select multimodal improvements, in accordance with applicable laws and terms of agreement; Issue grants to and coordinate with agencies to ensure efficient delivery of selected projects; and Monitor effectiveness of projects and report to VDOT.
