About AgForce Projects AgForce Queensland - Queensland's premier rural lobby group looking after the interests of the cattle, sheep and wool and grains industries. AgForce Projects - provides primary producers with a range of free services and practical workshops through industry and government partnerships. CSG Project – (CSG negotiation support workshops; property computer mapping workshops; water/technical field days and one-on-one support) Vertebrate Pest Project Grazing BMP- Best Management Practice A resource company has a statutory obligation to: Consult or use reasonable endeavours to consult owners and occupiers about access, the way in which authorised activities are carried out and compensation Avoid any unreasonable interference with you or anyone else carrying out a lawful activity Comply with the mandatory provisions of the Land Access Code Key features include: Resource authority holders comply with single Land Access Code (LAC), Entry notice requirement for preliminary activities, Conduct and Compensation Agreement (CCA) for advanced activities, Graduated negotiation and dispute process **Necessary and reasonable accounting, legal and valuation services used to negotiate a CCA are reimbursed** If a company has met all its legal obligations it is an offence for anyone, without a reasonable excuse, to obstruct a resource company from: Entering or crossing land to carry out authorised activities Carrying out authorised activities

What is the CSG Project? Launched in February 2011 and initially funded by the Queensland Government and then in 2014 grew to include the Queensland Government, APPEA, QRC and the GasFields Commission the project aimed to: Provide landholders across Queensland with the information needed to negotiate with CSG companies, in order to develop mutually beneficial Conduct and Compensation Agreements (CCA). Disseminate and provide factual and balanced information to landholders. Liaise with industry, government and researchers about landholder experiences and work to improve relationships and understandings.

What has the Project achieved? The CSG team have advised 4,400+ landholders across Surat, Bowen and Galilee Basins and delivered 217+ workshops including: CSG negotiation support workshops (including the new Advanced sessions) Property computer mapping workshops Technical Field days – groundwater and biosecurity Liaising extensively with university researchers, policy working groups and other State governments Over 70% of surveyed landholders trust AgForce as a source of credible, trusted and independent source of factual information.

What do landholders say? Landholders continue to have varied experiences and issues with resource companies from very positive to very negative, including: Some earlier mistakes have been rectified e.g. some initial CCAs very inequitable. Some basic issues are still causing trouble e.g. relationships and lack of understanding of agriculture/farming businesses. Vast differences between rural businesses (e.g. irrigated cotton vs. broad-acre) no ‘one size fits all’ for impacts and CCAs.

Key landholder concerns Landholders key concerns in regards to negotiating with a CSG company include: Land valuation; Time taken away from their property/business; Cumulative groundwater impacts; Land access personnel changing; Road use; and Biosecurity issues. Source: AgForce survey 2014 83% of surveyed landholders want more information on groundwater impacts.

Steps to Negotiation Identify timeframes required for negotiations Develop a property computer map and plan - Undertake bore, road and weed baseline assessments Engage legal, accounting and valuation advice to assist in negotiations Clarify and specify activities the company plan to undertake Determine potential impacts of proposed activities: Determine if the conduct provisions in the standard CCA are adequate for the property; and Determine if the compensation proposed in the CCA cover the predicted on-property impacts.
