ITU / Geneva Gender Champions Measuring ITU’s commitment towards the GENDER PARITY PLEDGE 2nd meeting of the Composition of Delegations and Panels Impact Group September 13, 2016

Overall framework: Gender is a key element of the Connect 2020 Agenda and the SDGs Goal 2 Inclusiveness – Bridge the digital divide and provide broadband for all Connect 2020 Agenda Goals and Targets Target 2.5.A: Gender equality among Internet users should be reached by 2020 Link to Target 5.b: Enhance the use of enabling technology, in particular information and communications technology, to promote the empowerment of women. GOAL 5 Achieve gender equality and empower all women and girls

ITU Commitment 1 Adopt positive measures to improve gender balance among ITU staff. Amend ITU recruitment procedures to ensure that, if the number of applications so allows, at every screening level a minimum target of 33 per cent of all candidates moving forwards to the next level are women. 10/23 international organizations have a commitment related to the improvement of gender balance and career support in the workplace * Commitment is drawn from the Annex 2 to Resolution 48

What have other international organizations committed to? “Improve gender balance in senior management (P5 and above)” “…establish and maintain a ratio of 60/40 male/female for Board Members and Alternate Members. The gender balance shall be deemed to be within the acceptable range if there is no more than 60% of any one gender…” “By September 2017, the number of WHO female staff in the professional and higher categories is increased by 3% from 42% in 2015 to 45% in 2017, with a focus on increasing the number of women at the P5 level and above.” “ITC has committed to reach gender parity at the professional category by 2020.” “Foster gender equality in UNCTAD’s recruitment and promotions – when equal qualification, we recruit the individual of the under-represented gender.” [affirmative action]

ITU Commitment 2 Encourage gender balance among delegates attending ITU conferences and meetings. Track and publish the numbers of female delegates attending ITU conferences and meetings. Inform the Member States about the tracking, encouraging them to include more female participants in delegations and give recognition to the delegations with the highest level of female representation. 6/23 international organizations seek to promote a gender balance among delegates attending conferences and meetings

What have other international organizations committed to? “Monitor and annually report gender disaggregated statistics from UNITAR training activities and achieve equal participation of men and women in non-peacemaking training activities” “All panels in ITC-sponsored events to include women” “GCSP The GCSP will increase the number of women speakers in our events, and expand our network of women experts” “…ensure that there is always a man and a woman panelist in every debate organized by the IPU and organize “Parity Debates” during IPU Assemblies, where there is gender parity on the panel and gender balance among participants”

Overview Commitment 1 Adopt positive measures to improve gender balance among ITU staff ✔ Current measurement: Operational Plan of GS: Outcome indicator for Enabler 1 –currently reported at the ITU Annual Progress Report Encourage gender balance among participants in ITU events * Commitment 2  New measurement: A process to track data disaggregated by gender in all ITU governing bodies, events and meetings is under development * Including putting more women at ITU negotiation table
