MID-TERM CONSULTATION MYANMAR WORK PLAN

RCG Work Plan – Myanmar 2017 Road Map Coordination: SOP development to enhance coordination in emergency situations; Appointment of CIVMIL focal person (both NDMA and Military); Operation/management centre to be set up with co-location of civil and military focal points; Improve field information exchange mechanism between civilian and military responders; Civil-military Coordination Training: National/ Regional/ International; Organize and take part in SimEx’s , through collaboration between civil and military actors.

Update on Civil-Military Coordination Activities Workshop in NPT, 30-31 March 2017 Participants includes: Senior officials/chief of operations from all 14 military regional commands, Army, Airforce and Navy HQ. Ministry of Health, Fire Service Department, MOFA, Myanmar Police Force and Ministry of Information MRCS, ICRC, UNICEF, WFP, UNHCR and UNDSS.

Recommendations from the workshop To establish a technical working group to; to suggest/draft a national guideline for the National Disaster Management Committee by reviewing international guidelines to organize/facilitate upcoming civil-military coordination trainings and workshops To compile and develop a contact list for civil and military actors, engaging in natural disaster responses, across the country To involve military actors in disaster management meetings at state and region levels To compile and develop an emergency stockpiling matrix

Current Status MSWRR/RRD shared the key recommendations to all the Work Committees of National Disaster Management Committee (NDMC) for “information and utilization”; MSWRR/RRD requested the formation of “Humanitarian Civil-Military Coordination Technical Working Group” as per workshop recommendation and waiting for permission from NDMC; UNOCHA and RRD is planning to organize dissemination meeting on the recommendations from the workshop in all the 14 military regional commands as well as in Navy and Airforce commands.
