INTERVENTION PLAN SUPPORT TO VUWANI SCHOOLS POST SEPTEMBER STRIKE

1. BACKGROUND Schools in Vuwani were affected by the shut-down from the 04th of September 2017 to date, resulting in the loss of 06 days of writing Trial Examinations, teaching and learning across the grades. We also note that this period was dedicated to the writing of Term 3 formal assessment tasks ; so not much in terms of teaching and learning is lost. There are 26 Secondary schools and 52 Primary schools collectively accommodating 29 066 learners 1 657 of which are grade 12 learners. The school are mainly in Vhuronga 1 and 2 circuits with 06 schools in Hlanganani South and North Circuits. It is also noted with concern that Grade 12 learners will be starting with Year-end Examinations starting from the 16th of October 2017 with CAT and the rest on the 24th of October.

2. CATCH –UP INTERVENTION AND PRELIMS We take note that the protest action is beyond our control in terms of bringing it to an end and our intervention is based on an assumption that sooner rather than later, the issues in contention will be addressed. As soon as normalcy reigns, three issues will have to be addressed immediately, viz. SBA Moderation, completion of Trial /Term 3 assessments for all grades and catch-up to cover any subject content that could not be covered. If we are not able to administer prelim exam then it will not form part of the learners’ s SBA-DBE will apply policy. Circuit Managers will hold meetings with school principals to discuss catch-up for the Circuit to be adapted by each school. A stakeholder meeting involving Unions, sister departments and community members will be conducted in order to popularize the intervention.

CATCH –UP INTERVENTION PRELIMS CONT…… All intervention will be done on site (within the schools) since there is no budget to secure other venues and to pay teachers for extra tuition. Schools will be assisted to draw a compacted timetable to cover ground lost in teaching and learning A timetable for Trial Exams and other Term 3 formal assessment tasks will be drawn for all grades. Implementation will have to be monitored and support provided on-site. All activities relating to school based assessment and moderation that could not be done during the shut-down will be covered. All dates indicated on the schedule below are tentative and will be controlled by events on the ground.

PROPOSED PLAN FOR GRADE 12 VUWANI LEARNERS: 02 – 20 OCTOBER 2017 NO ACTIVITY NARRATIVE DESCRIPTION START DATE END DATE RESPONSIBILTY 1. Curriculum Catch-up Program Teaching and learning will run concurrently with administration and marking of Trial examinations and other prescribed assessment tasks as per pace-setters, by subject teachers supported by subject advisors. 02 October 2017 07 October 2017 SMT, Circuit Managers, Curriculum, NECT 2. Support for Vuwani top learners Grade 12 Top performing learners, who missed a slot allocated to other learners in this category, will attend the In-Pursuit of Excellence Camp organized by the District. 06 October 2017 SMT, Circuit Managers, Curriculum 3 Trial examinations District will develop a time table, starting from 09 – 13 October 2017, for subjects that could not be written. Subject advisors are currently developing examination papers. This will go together with Term 3 formal assessment tasks for the lower grades. 09 October 2017   13 October 2017

Resulting of learners Marking need to be completed in 3 days after writing a subject, quality assurance of learner scripts and compilation of mark schedules and approval thereof by Circuit Managers is done before learners are resulted. 11 October 2017 15 October 2017 SMT, Circuit Managers, Curriculum 5. CONTINGENCY PLAN FOR END OF YEAR EXAMINATION It is imperative for the Department to offer examination services to candidates in an environment that is conducive for writing. During the month of October and November all schools will be writing final examination. We will involve ProvJoc in order to monitor and be visible in all the 26 Secondary schools for security purposes. Police will escort question papers in transit from the storage centre to schools and also escort scripts after writing. The storage points for the 3 circuits will be move to Makwarela offices which may affect norm time for delivery.
