Specific Safety Issues Socks: Must be put on over the shinguards. Shoes: Must be safe – cleats are not required. Allowed: Prescription glasses, medical alert bracelets and knee braces, unless they are clearly unsafe. Not allowed: Jewelry, casts or splints, hats with hard bills. Nothing dangerous is allowed. Keeping Time Referee is the official timekeeper. The game is played in two halves of equal time. — 15 or 20 minutes per half — Time runs continuously except for half-time. (5 min) Referee may add time lost by excessive time wasting, injuries, or unavoidable occurrences. Added time must not delay the start of the next game. R85 Official 2016 (rev 1) 9/23/16

Substitutions Referee allows substitutions approximately midway through each half, at half time and for injuries. Try to start break when ball is out of play. (1min early) Try to stop at about the same time on both fields. Mark substitutes on the lineup card. Inform coach if a player is not playing the minimum time. (Report on card if not corrected). Substitutions should be made as quickly as possible. Keep the clock running. Restart based on why play was stopped. R85 Official 2016 (rev 1) 9/23/16

U6/U7 Referee Issues No rule changes are allowed at the field *** No coaches on the field No goalkeepers or goal tending No balancing teams (e.g. playing 4 v 4 in U6, or 6 v 6 in U7) No rules changes by the coaches Ref may make some changes for safety only. R85 Official 2016 (rev 1) 9/23/16

Break 5 Minutes R85 Official 2016 (rev 1) 9/23/16

“Soccer For Dummies” Soccer is: a game played by two opposing teams, in two halves of equal time, with a spherical ball, on a rectangular field with a goal at each end. The object of the game is to get the ball: entirely over your opponents’ goal line and inside their goal, without using your hands or arms. After the kick-off, play is continuous until either: The ball entirely leaves the field of play, or The referee blows the whistle. Play is restarted fairly based on why it was stopped. The referee’s job is to keep the game: — SAFE, FAIR and FUN for everyone. R85 Official 2016 (rev 1) 9/23/16

What Referees Must Know? Just Four Things: How to start the game? When to stop the game? How to restart the game? Where to be on the field? R85 Official 2016 (rev 1) 9/23/16

R85 U6/U7 Soccer Field R85 Official 2016 (rev 1) 9/23/16

Starting the Game - The Kick-off Ball stationary and all players in their own half. Opponents outside the center circle. Referee checks positions then signals start. (whistle) Ball must be kicked forward. Ball is in play when it is kicked. If not taken correctly, the kick-off is retaken. Kicker may not touch the ball again until it touches another player. (Indirect free kick awarded to opponents) (IFK) A goal can be scored directly from a kick-off. R85 Official 2016 (rev 1) 9/23/16

Restarting the Game - Basics After the ball entirely leaves the field General rules for all restarts: No interference or distraction Opponents a safe distance away No 2nd touch by player making the restart Restart is by opponents of the team that: Touched it last (ball over touchline or goal line); Caused play to be stopped (foul or misconduct); Scored a goal; or Kicked-off to start the game (start of 2nd half). No Interference — Safe Distance — No 2nd Touch R85 Official 2016 (rev 1) 9/23/16

No Interference — Safe Distance — No 2nd Touch Free Kick No Interference — Safe Distance — No 2nd Touch (All general restart rules apply) All free kicks are Indirect (IFK) IFK – cannot score until the ball touches another player Taken from the place where the infringement occurred, or in certain cases of misconduct, where the ball was when play was stopped. Ball is in play when it is kicked in any direction Q47 R85 Official 2016 (rev 1) 9/23/16

Dropped Ball Used when play is stopped by the referee for an unusual reason, e.g. an injury or outside interference. The ball is dropped by the referee where it was when play stopped, but never in or very close to the goal arc. (move it at least 2 yards) Drop it from about the player’s waist height, and get out of the way quickly. The ball is in play when it hits the ground. R85 Official 2016 (rev 1) 9/23/16

Ball Out of Play [Play Stops] Lines are part of the areas they enclose. Touch lines and goal lines are part of the field. (Boundary lines) Ball is out of play when it wholly crosses a touch line or a goal line, on the ground or in the air. (Only D is out of play) The ball’s position determines whether it is in or out of play, not the player’s position. Don’t blow your whistle unless necessary. Restart: Based on why and where ball left the field. R85 Official 2016 (rev 1) 9/23/16

Goal Scored [Play Stops] Goal lines are part of the field. A goal is scored when the ball wholly crosses the goal line, inside the goal. Only D is a goal. Restart: A Kick-off by the opponents of the team that scored. R85 Official 2016 (rev 1) 9/23/16

No Interference — Safe Distance — No 2nd Touch Throw-in Ball went over the touch-line. Thrower must — Face the field of play Must use both hands to throw the ball from behind and over the head. Have part of each foot — Touching the ground, and On or behind the touchline (B is no good) Opponents must be at least 2 yards away. A goal may not be scored from a throw-in. Ball is in play when released and any portion is on or over the outside edge of the touch line. No Interference — Safe Distance — No 2nd Touch R85 Official 2016 (rev 1) 9/23/16

No Interference — Safe Distance — No 2nd Touch Goal Kick Ball over goal line last touched by attacking team or stops in Arc. Taken on goal line halfway between goal & corner arcs. (Goal Kick Mark) May be taken on either side of the arc. Opponents must move a safe distance away. A goal may be scored directly, but only against opponents. Ball is in play when it is kicked into the field of play. *** Goal Kicks are never taken from the Goal Area *** No Interference — Safe Distance — No 2nd Touch R85 Official 2016 (rev 1) 9/23/16

No Interference — Safe Distance — No 2nd Touch Corner Kick Ball went over the goal line last touched by defending team. Ball is placed in the corner area on the side where it left the field. Lines are part of the area. Only E is incorrect Player cannot move flag Can score directly into opponents goal. Ball is in play when it is kicked and moves. No Interference — Safe Distance — No 2nd Touch R85 Official 2016 (rev 1) 9/23/16

No Interference — Safe Distance — No 2nd Touch When to Stop the Game? When to Stop Play Time – (substitutions, halftime and end of game) Goal Area Violation Dangerous Play Injury or Outside Interference Fouls and Misconduct How to Restart Free Kick (FK) or Dropped Ball (DB) No Interference — Safe Distance — No 2nd Touch R85 Official 2016 (rev 1) 9/23/16

Goal Area Violation Goal Area Violation Sanction Penalty Kick No contact with ball if either player or ball is in the Arc Sanction Penalty Kick if defender Goal kick if attacker Goal kick if ball stops Penalty Kick One try only No goalkeeper No interference Goal kick if missed Kick-off if made R85 Official 2016 (rev 1) 9/23/16

Dangerous Play If, in the opinion of the referee, a player acts in a manner that is dangerous to himself or anyone else, then play should be stopped. If that dangerous action affects a nearby opponent, play should be restarted with a Free Kick (FK) by the opponents. Otherwise, play should be restarted with a dropped ball (DB). R85 Official 2016 (rev 1) 9/23/16

Injury or Outside Interference Take immediate action (Use common sense) Injury prevention - be safety conscious - move location - correct problems - cancel if necessary - modify activity or rules - report problems Bleeding player Must leave field until bleeding is stopped, wound is covered and any blood on clothing is disinfected. Outside interference - Stop if it is unsafe, unfair, or unsporting behavior. - Restart with a dropped ball (DB). R85 Official 2016 (rev 1) 9/23/16

Fouls and Misconduct Foul Misconduct Restart Must be against an opponent, on the field of play, while the ball is in play. Pushing, holding, tripping, deliberately handling the ball and dangerous play. (FK) Misconduct Any other obviously improper action. (FK or DB) Restart FK or DB if ball was in play, normal restart if not. The primary consideration for a foul or misconduct is whether or not the act caused danger to or lessened the enjoyment of any of the participants. R85 Official 2016 (rev 1) 9/23/16
