IDEA Individuals with Disabilities Education Act Our nation’s special education law EC Division – Special Programs and Data Section

Funding Federal IDEA, Section 611(3 through 21) funds are allocated to traditional LEAs, charter schools and State-operated programs (SOP) through PRC 60 based on a formula that includes a base payment, Average Daily Membership (ADM), and the number of children living in poverty. Annually, LEAs, charter schools and SOPs have the opportunity to submit federal grant applications for funding under IDEA, Section 611. EC Division – Special Programs and Data Section

Additional Grant Information There will be an EC Grants hands-on training on August 17, 2016 scheduled for 9:00 am – noon. This training is designed for personnel who will actually be completing the grant application. An EC Grants Recorded Session can be found on the CECAS Website. The Fiscal Monitoring process is composed of three tiers Tier I – Budget vs. Expenditures Tier II – Desk Reviews Tier III – On-site/Virtual Reviews EC Division – Special Programs and Data Section

Fiscal Monitoring Tier I Tier II Review of budget vs. expenditures All systems complete an IDEA Fiscal Desk Review every five years. There is a random selection of at least 50 systems each year for the desk review. Desk Review contents: Time and Effort Equipment purchase and inventory Maintenance of Fiscal Effort (MOE) Proportionate Share – traditional LEAs only Coordinated Early Intervening Services (CEIS) EC Division – Special Programs and Data Section

Fiscal Monitoring Fiscal Monitoring Tier III Fifteen IDEA Fiscal Monitoring on-site reviews On-site/Virtual Review Contents include: Time and Effort Equipment Contracted Services Maintenance of Fiscal Effort (MOE) Proportionate Share – traditional LEAs only Coordinated Early Intervening Services (CEIS) Risk Based criteria include: Findings from the IDEA Desk Review Annual LEA Single Audit Findings EC Director turnover SEA identified potential fiscal issues EC Division – Special Programs and Data Section

Fiscal Monitoring Fiscal Monitoring We have just completed the sixth year of the fiscal monitoring process. Some revisions will be made to reflect the needs of LEAs. Recommended Reading – “March Forward to Fiscal Accountability”. This document was distributed at the March 2013 Spring EC Director’s Institute. It provides regulations, the process and forms used in the monitoring process. Visit the Finance and Grants tab on the EC Division website. Here you can find forms needed for fiscal accountability. Fiscal Monitoring Self-Assessment The IDEA Fiscal Monitoring Self-Assessment Checklist was created and rolled out at the EC Directors’ Spring Institute in March 2014. The purpose is to provide LEAs with a way to internally assess their fiscal accountability. The Self-Assessment Checklist mirrors the on-site process and includes a review of the following areas; Time and Effort Equipment Contract Services Maintenance of Effort (MOE) Proportionate Share – traditional LEAs only Coordinated Early Intervening Services (CEIS) EC Division – Special Programs and Data Section

Additional Fiscal Monitoring Information There will be a Fiscal Accountability Session on Wednesday, August 17, 2016 at DPI. This session is scheduled for 1:00 pm – 4:00 pm. Registration is required but no fee will be charged.
