At the same time, the existing system of the financing of units of Local Self-Government is not capable of providing for the development of the communal infrastructure, nor of responding to the basic needs of citizens in the area of health protection, welfare, employment, education, culture and environmental protection.

Key In November 2002 the Government appointed a Task Force to prepare a proposal for the reform of state administration. The report was delivered to the Government in June 2003. The findings of the report indicated the need for organisational reform and for professionalisation of senior civil servants in state administration; the report proposed concrete measures, inter alia reorganising and strengthening the Centre of Government (Prime Minister’s Office), improving the decision-making and legislative process, reorganising the system of governmental agencies and establishing a training system for the whole civil service.
