The “Cool Cities” have one… Portland On April 6, 2016 Portland City Council adopted the Digital Equity Action Plan The  Digital Equity Action Plan targets access and adoption gaps for excluded and disadvantaged communities, specifically those with low incomes, older adults, communities of color, people with disabilities and those with limited English proficiency.   Seattle March 2016 Seattle published their Digital Equity Initiative Action Plan Digital Equity Action Plan is a collective impact initiative in which organizations from different sectors agree to solve the City of Seattle’s digital gap issue and create social change. 1
