Collaboration Using a Performance Partnership Model To Address Tobacco Use in Behavioral Health Populations: Breathe Easy NC Coalition
Breathe Easy NC Newest statewide coalition that grew out of the NC Leadership Academy for Wellness and Smoking Cessation summit held August 17-18, 2011 with support from SAMHSA and the Smoking Cessation Leadership Center (SCLC). Goals are to reduce the prevalence of tobacco use among BH consumers (both MH and SUD) and staff by 2016. Broad and diverse group which includes state and local partners Created an action plan for North Carolina to reduce smoking and nicotine addiction among behavioral health consumers and staff NC was one of eight states selected by SAMSHA and the Smoking Cessation Leadership Center to host a Leadership Academy for Wellness and Smoking Cessation (NC Summit) in August 2011.

Why Do We Need To Work Together On This Issue? Tobacco use remains the single most preventable cause of death — causing about 440,000 deaths per year in the United States. Almost half of these deaths are people with mental health and substance use disorders. 44% of all cigarettes sold in the U.S. are consumed by people with substance use and/or mental health disorders.

One Year Follow-up Meetings Held in 2012 and 2013 with stakeholders representing DMH, DSOHF, DPH, CCNC, Community Health Centers, LME-MCO, provider and consumer organizations, SCLC, etc. Reviewed committee action plans and progress Group worked to identify gaps, new strategies or workgroups. Agreed to continue working on the strategies identified from the initial meeting – Facilities, Provider education and training, Consumers and Community, Policy and Systems Performance Measures and Outcomes and QuitlineNC Sustainability Plan
Results of our Collaboration DMH, Governor’s Institute in collaboration with the Tobacco Prevention and Control Branch used billboards and print ads to promote QuitlineNC DMH, GI, UNC TPEP partnered with SR AHEC to pilot Breathe Easy, Live Well curriculum in group home settings DSOHF successfully worked on rule change for 100% Tobacco Free campuses for our state facilities DSOHF also worked with UNC, TPCB and state facilities on a grant from Pfizer to improve systems and staff training to health BH consumers address their tobacco use Agreed upon a new name for group in 2013 – “Breathe Easy NC” Coalition
Results of our Collaboration Launched the website www.breatheeasync.org Greater promotion of QuitlineNC by partners; TPCB added questions to the Quitline to collect self-report data on MH conditions for the general population and pregnant women. Hosted state’s 1st Behavioral Health Conference focused on tobacco-free living in June 2-3, 2014 As a result of the conference, over 60 new people joined the Breathe Easy NC coalition Planning to host the 2nd BH Conference March 22-23, 2016
