In Malaysia, education is compulsory at primary level (age 7 to 12), free for primary, secondary (age 13 to 17) and post-secondary/matriculation (age 18 to 19) level. Access to these levels of education open to all, notwithstanding regional factor, gender and socio- economic background. Students in their final three years of primary education are taught ‘Living Skills’ as a compulsory subject. And those in the Lower Secondary level are taught ‘Integrated Living Skills’ as a compulsory subject throughout their three yeas of lower secondary education. Student with interest and merit (both academic and co-curricular) being the only determining factor for access to post –secondary education (in secondary schools and matriculation colleges) and TVET (In Secondary (Upper Secondary – age 16 to 17), Technical and Vocational Schools). Skill courses are open to all students who have completed lower secondary education and sat for the Lower Secondary Assesment.

EDUCATION - NKRA NKRA Widening Access to Affordable and Quality Education Sub-NKRAs Big Wins ( NKPI) Increase 20% preschool participation rates by the end of 2012 through making all governmnent and private preschool education part of the national educational system. 1 Assessment that goes beyond exams with emphasis on creativity and innovation 1 2 Improve capabilities of principals across all schools Every normal child will be able to acquire basic literacy and numeracy skills after 3 years of primary education by the end of 2012. 2 3 Enhance student outcomes in English through improved teacher training, curriculum and standard-setting Develop 100 “high performance schools” including trust schools by the end 2012. 3 4 Improve teacher quality through 100% graduate teachers in primary and secondary schools 4 “New –deal” through performance–based assessment to evaluate schools heads by 2010.
