University of Montenegro LLL Strategic Plans Lifelong Learning Strategic Plan document is a result of several months planning efforts with the purpose to identify strategies that can assist University to develop its lifelong learning (LLL) function and offer flexible and adaptable programmes and courses that will be compatible with the fast changing labour market and societal needs of Montenegro and the region. Financial resources Chapter 26: Education and Culture Funding Sources for LLL Programs Public Funding The Ministry of Education and Sport Other ministries, local adminstrations and different administration bodies can contribute to the financing of specific adult learning programmes Financial support under the umbrella of employment policy, targeting unemployed or vulnerable groups in the society The Ministry of Education and Sport may sign agreement with local administrations (e.g. municipality or coalitions of municipalities) to develop educational provision based on specific needs.
