Draft Concept on Implementation of State Climate Change Policy Concept on implementation of State Climate Change Policy defines 3 objectives Objective 1. Strengthen the capacity building on establishment, maintenance and implementation of state climate policy and the gradual transition to low-carbon development. Objective 2. Mitigation of climate change through the reduction of anthropogenic emissions and increasing of greenhouse gases absorption. Objective 3. Ensure adaptation to climate change, increase a resilience and reduce risks associated with climate change. Since Clima East is a European Union funded project package aimed at assisting in approaches to climate change mitigation and adaptation, the MENR is prepared to discuss the key role of Clima East in the process of implementing 2003/87/EC.
