College Access for Undocumented/1079 Students Randy Nuñez, College and Career Family/Community Liaison Kent School District

House Bill 1079 10 other states have passed legislation granting instate-college tuition for all high school graduates. Washington State’s HB 1079 After second attempt, Washington State passes in 2003, largely organized by LEAP. Offers instate tuition to public colleges and universities for students. Does not grant or expedite U.S. citizenship, strictly a tuition measure. Does not make eligible to Federal and State aid (FAFSA).

House Bill 1079 1079 Affidavit House Bill 1079 administered by HEC Board, HECB implements 1079 Affidavit. 1079 Affidavit eligibility: Lived in Washington state for 3 years immediately before receiving a high school diploma. Completed full senior year at a Washington high school. The Affidavit Is a confidential document that must be submitted when the student applies for admission to a Washington college or university.

How to Access the 1079 Affidavit Online access to the 1079 Affidavit: www.collegesuccessfoundation.org www.hecb.wa.gov www.leapwa.org *All 1079 Affidavit forms are the same. *Students should keep a copy of all 1079 Affidavits submitted.

Proposed Federal Legislation to address undocumented students and access to higher education There are a number of versions of the bill but most include: Fast track toward citizenship for high school graduates Instate Tuition Access to Federal and State Aid

Undocumented Students Different levels of Citizenship status Not all are Latinos Many students do not know their legal status Middle School College Bound Scholarship– State Student ID # High School FAFSA Scholarships Ineligible to College Bound Scholarship

Identifying 1079 Students at Your School How to ask? Do they have a valid social security number, alien registration number, or residency (eligibility for FAFSA)? Tax ID Number is not SSN (not eligible for FAFSA)? Tip: Explain the Eligibility for FAFSA, students may be able to Self Identify. Tip: some students might not really know. They might have to check with parents. Tip: Avoid asking if they are U.S. Citizens. If Student Self Identifies as 1079, direct them toward 1079 Resources.
