Size and Scope Duration Commences 1 Mar 2016 Referrals up to 31 Mar 2017 Clients on programme for up to 104 weeks In work support for one year 15,000 referrals expected across GM Referral streams being developed through GP surgeries Contract package areas MGC: Manchester, Salford, Trafford Ingeus: Bolton, Bury, Oldham, Rochdale, Stockport, Tameside, Wigan Market Shaping The Working Well Expansion provides an opportunity to demonstrate that locally commissioned and managed services are more able to integrate and achieve better outcomes for clients

Eligibility Eligible claimants A proportion of JSA claimants who have completed the Work Programme JSA claimants who completed the WP one year previously ESA WRAG claimants who have completed the WP (for new WP leavers this referral route will only commence once the current WW Pilot stops taking referrals) Lone Parents on Income Support where their youngest child is aged three or four ESA WRAG claimants who have 18 or 24 month prognosis following their WCA Individuals that commenced WP in receipt of JSA, but were in receipt of ESA on completion In Work, Low Pay: this cohort will also include claimants who are in work but low paid and in receipt of in-work benefits, or are cycling in and out of insecure employment. This is likely to include UC claimants subject to in-work conditionality or individuals identified by local health partners as at risk of falling into entrenched worklessness due to their health conditions

Eligibility Priority Groups Generally, individuals referred will display one or more of the following characteristics: In receipt of out-of-work benefits for three of the last four years Ex-offenders Severe debt problems Homelessness and housing problems, eg threat of eviction Addiction Learning Disabilities and Difficulties Severe literacy and numeracy problems Mental health problems Physical health problems Family problems, eg domestic violence or relationship breakdown

Key aspects of delivery Part of a wider ‘Ecosystem’ comprising Personalised Support Service, Skills for Employment and the Mental Health Talking Therapies Service Personalised- Key Worker approach: the Key Worker is the single point of contact for the client and supports the client journey by developing the action plan Integration – The Personalised Support Service will have to access a full range of services and provide bespoke packages for clients to ensure that their personal barriers to employment are tackled comprehensively and in an integrated and sequenced way Linked in to Local Authority Services through Local Lead and integration boards, supported by local services that can “wrap around” the individual 80% of clients will be mandated to first appointment, all other appointments are voluntary PSS is the “linchpin” for the client journey, through assessments and diagnostics, PSS will be able to make appropriate referrals into health and skills support Clients may be further from the labour market and require specialist support to move forwards Low caseload sizes to provide intensive support to clients who may not have received this on other programmes In Work support is a key feature to support people to progress and sustain employment Providers not working in competition or isolation- all working together for the good of GM residents  

Provider USPs Ingeus USPs include: Psychologists and Physiotherapists within the team to provide 121 and group support Engagement Advisors based in JCP to meet clients and support Work Coaches Employer Services team and access to National Account vacancies through Candidate Pools Clients can receive online CBT sessions where Talking Therapies referral not appropriate Team trained in Motivational Interviewing techniques Expanded in work support offer, online and occupational therapists based at contact centre- available out of hours
