The rationales changed from cultural, political and academic (student and staff mobility in the context of European mobility programmes; and the enrolment of students from the Portuguese-speaking countries) to the economic one. In 2014, government approved legislation (the Statute of the international student) allowing public institutions to increase fees for non-Portuguese students.
