SIGNIFICANT CHANGES TO THE RULES MANDATORY ASSESSMENT TRAINING ES2016_MAT_PPT_RULES

INTRODUCTION There are 3 major changes to the Rules for assessment that Experts must all be fully aware of and comply with. The Marking Scheme must follow the weightings in the WorldSkills Europe Standards Specification Once the Marking Scheme is finalized Competitors will only receive the Mark Summary Form. They must not know or receive the final detailed Marking Forms. Each skill competition which has a change of at least 30% to its Test Project and Marking Scheme must prove that the change is at least 30%. ES2016_MAT_PPT_RULES

THIS PRESENTATION This presentation does not cover 1: the Marking Scheme must follow the Standards Specification because that is covered by other presentations. Does cover 2 and 3: 2: restrictions on Competitors’ access to the final Marking Form and 3: the mandatory 30% plus change to the Test Project and Marking Scheme. Rule change 3 has most impact on the skill competitions with internally designed Test Projects and Marking Schemes ES2016_MAT_PPT_RULES

WHY HAVE THESE CHANGES BEEN MADE? To increase the relevance and authenticity of the skill competitions Detailed knowledge of the Test Project and Marking Scheme for Competitors: can generate narrow perceptions, training and preparation can distort Competitors’ actions and performance can undercut procedures and processes influenced or determined by Experts can reduce the value of the competition as an exemplar of genuine vocational excellence ES2016_MAT_PPT_RULES

How do we implement these changes? By being realistic about competitive behaviour We have to accept that: Competitors will be guided by past detailed Marking Schemes where Test Projects and Marking Schemes are circulated in advance, Competitors will see them, use them and memorize them Members will always tend to “train to the test” and make the most of the situations they find themselves in Juries will need procedures and support to ensure compliance when under great pressure ES2016_MAT_PPT_RULES

ACTIONS FOR EXTERNALLY DESIGNED TEST PROJECTS AND MARKING SCHEMES Your Chief and Deputy Chief Expert have worked on options to protect the confidentiality of the final detailed Marking Scheme. For example: to show the final detailed Marking Scheme for discussion and amendment only on screen if paper copies have to be made, to number them and keep them secure to ban all photographic technology when looking at the final detailed Marking Scheme in any medium to print detailed marking forms immediately before assessment and marking, and no earlier to make clear that informing Competitors about the detailed Marking Scheme is a breach of the Rules. ES2016_MAT_PPT_RULES

INTERNALLY DESIGNED TEST PROJECTS AND MARKING SCHEMES CIRCULATED IN ADVANCE Your Chief and Deputy Chief Expert have worked on options to protect the confidentiality of the final detailed Marking Scheme when Competitors have seen and worked with drafts. For example: to make the final detailed Marking Scheme unfamiliar and secure: the 30% change to the Test Project should be accompanied by changes to the final detailed Marking Scheme (see the next slide) the detailed final Marking Schemes can have alternatives for Sub Criteria Aspects Measuring points in addition to adopting the measures set out on the last slide. ES2016_MAT_PPT_RULES

THE 30% CHANGE TO THE TEST PROJECT AND MARKING SCHEME Taking into account the constraints of the infrastructure list: encourage more unseen and mystery Test Project modules commission trusted external “experts” to design one or more Test Project modules (with 30% plus value in marks) to be treated like other external Test Projects plan and introduce “real life” adaptations and incidents on a strictly controlled, fair and confidential basis ES2016_MAT_PPT_RULES

SUMMARY These changes to the Rules are for all skills competitions and must be complied with. To comply with the purpose of these changes: the final Marking Scheme has to be substantively different from what has been seen before an Expert should not be able to show or tell a Competitor what the changes are (for example because the changes are small) the changes to Test Projects circulated in advance must add up to at least 30%, and be accompanied by changes to the final detailed Marking Scheme. Skill Advisors will support the implementation of these changes, which will also be monitored. These Rules must be complied with. ES2016_MAT_PPT_RULES
