‘Under-occupation’ and downsizing Half of the 8 million ‘under-occupying’ households are older households Half of older owner occupiers who have recently moved are still ‘under-occupying’ Around half the properties they vacate go on to be ‘under-occupied’ by younger households 85% of 3 or 4 bed properties ‘released’ by older owners are as a result of death
