Implementation of the Charter and Code at Oslo University College January 19th 2011 Vibeke Moe , Head Adviser, Department of R&D Vibeke.Moe@hio.no

Status for OUC OUC signed the C&C in 2009 The College recognized the value of the principles, they were in line with our goals to offer researchers good working conditions and increase international mobility The Norwegian Association of Higher Education Institutions supported the C&C A working group was established in 2010, members from R&D and the Department of Organisation and Human Resources The working group has made an internal analysis The working group is in the final stages of preparing the Human Resources Strategy for Researchers incorporating the C&C, An Action Plan

Why invest resources Agreement with C&C principles C&C supports current challenges and strategic goals: OUC is merging with Akershus University College, process started in 2009. The new college will apply for University status, this means increased focus on: Research – and improving conditions for research Establishing new PhD-programs and ensuring the quality of PhD-programs and training Cooperation with national and international partners Visibility of OUC Increase the recruitment of researchers from outside Norway Increase external funding of R&D

Challenges Explaining the meaning of the principles to researchers and communicating the importance of the C&C The action plan must have the right level of ambition The process requires different actors to cooperate The C&C Action plan must be embedded in the organisation and its strategic priorities

Examples from OUCs coming Action Plan Improve and develop our IPR policy Courses for researchers in project management Courses for researchers writing applications external funding Courses for supervisors mentoring PhD-students Review guidelines for PhD-students and their work requirements Develop a Guide for PhD-students Develop a policy for Open Access Develop a policy for establishing on-line scientific journals Develop guidelines for information and data security.
